AND I'VE GOT TO SEE FIRSTHAND WHO YOU ARE AND WHAT YOU'VE DONE FOR THIS COMMUNITY.

AND THAT IS I DON'T THINK ANYBODY CAN QUESTION YOUR COMMITMENT TO THIS COMMUNITY.

YOU'VE ALWAYS BEEN ONE OF THE FIRST ONES TO VOLUNTEER.

AND THAT'S JUST THAT WEEKEND.

SO I WANTED TO TAKE THIS OPPORTUNITY JUST SINCERELY THANK YOU FOR EVERYTHING THAT YOU'VE DONE.

YOU HAVE COMMITTED YOUR ENTIRE LIFE TO THIS COMMUNITY.

I LOOKED FOR REFERENCES TO SEVERAL OF THEM, BUT NOT RELATED TO WASCO.

AND I KNOW WE HAD REPRESENTATION IN EVERY MEETING THAT WAS HELD AND THIS WAS DISCUSSED.

AND SO I'M WONDERING WHETHER WE HAVE A PLAN FOR FLOODING THAT MAY OCCUR BECAUSE THIS HAS HAPPENED IN THE PAST.

IT'S NOT SOMETHING NEW.

I KNOW ABOUT MAYBE THREE YEARS AGO, MAYBE LONGER.

I'M NOT SURE.

THE CREEK AT HIGHWAY FORTY THREE, THAT BRIDGE WAS CLEARED OF ANY DEBRIS SUCH AS FALLEN TREES.

BUT, YOU KNOW, IT HAS HAPPENED IN THE PAST AND IT'S LIKELY TO HAPPEN AGAIN AS WATER RUSHES DOWN FROM THE MOUNTAINS.

SO DO WE HAVE A PLAN FOR THAT? IS THAT PART OF THE PLAN AFTER? SO AS PART OF THIS REVIEW, THE CONSULTANTS DID PUT TOGETHER SOME MAPPING OF POTENTIAL FLOODING ASSOCIATED WITH AND BASED ON THAT MAPPING, THERE WAS NO INDICATION THAT WASCO WAS SUBJECT TO A SEVERE FLOOD BASED ON THE SO STAFF PROCEEDED BASED ON THE RECOMMENDATIONS OF THE CONSULTANTS.

I READ ON THE PLAN THAT THE CREEK PROCESS A FLOODING, NOT A MAJOR FLOODING.

THEY SPEAK ABOUT THE 24 INCHES OF FLOODING, BUT THAT IS ENOUGH TO CAUSE DAMAGE, YOU KNOW, WHETHER IT IS TO FARM LAND OR TO HOUSING.

AND I THINK THAT NEEDS TO BE INCLUDED AS PART OF THE PLAN.

THAT HAS HAPPENED BEFORE IN WASCO AND IS LIKELY TO HAPPEN AGAIN.

SO THAT WOULD BE MY DIRECTION TO MAKE SURE THAT WE LOOK AT THAT AND THAT WE

ARE PREPARED FOR SUCH A CONTINGENCY.

SO ONE OF THE THINGS THAT WE WOULD DO ON A LOCAL LEVEL IS UPDATE OUR OWN LOCAL EMERGENCY RESPONSE PLAN TO ADDRESS THAT ISSUE DIRECTLY.

THIS IS A MORE BROAD COUNTY WIDE PLAN, AND THE CITY ANNEX IS SIMPLY ADDRESSING POTENTIAL HAZARDS AND IDENTIFYING ACTIONS THAT THE CITY CAN TAKE TO HELP OFFSET THOSE HAZARDS.

I WOULD BE FINE WITH ASKING IT LOCALLY.

I JUST NEED TO MAKE SURE THAT THAT IS IN OUR RADAR THAT WE KNOW HAPPENS.

AND I KNOW OTHER MEMBERS ARE AWARE OF THE FACT THAT THIS HAS HAPPENED BEFORE AND THAT IT CAN HAPPEN AGAIN.

CITY STAFF HAS BEEN WORKING WITH OUR THREE, OUR CONSULTANT AND OUR LEGAL COUNSEL, TO ESTABLISH PROGRAMS THAT MEET REQUIREMENTS BASED ON THE AB THREE FORTY ONE AND AB EIGHTEEN TWENTY SIX RECYCLING MANDATES.

AS NOTED IN THE STAFF REPORT IN PREVIOUS COUNCIL MEETINGS, CITY STAFF HAS BEEN WORKING WITH IS COMPLIANT WITH THE LEGISLATIVE REQUIREMENTS THAT HAVE BEEN ESTABLISHED BY THE STATE.

THE ORDINANCE AMENDMENTS BEFORE YOU ARE SPECIFIC TO CORRECTING LANGUAGE THAT NEEDS TO BE IMMEDIATELY CORRECTED TO COMPLY WITH AB THREE FORTY ONE AND AB EIGHTEEN TWENTY SIX.

AND IT'S A PRODUCT THAT'S BEING WIDELY GROWING IN NUMBERS AND IS BEING USED A NUMBER OF CALIFORNIA, WITH OVER THIRTY SEVEN JURISDICTIONS IN CALIFORNIA THAT HAVE INCORPORATED IDENTIFYING VEHICLES AND FOLLOWING UP ON LEADS DURIN INCIDENTS THAT OCCUR IN THEIR COMMUNITY.

THE ITEM BEFORE YOU IS INFORMATION ONLY, I'M JUST REPORTING BACK REGARDING A MEETING I ATTENDED ON JANUARY 8TH WITH KERN COUNTY PUBLIC WORKS.

THIS MEETING WAS SPECIFIC TO ILLEGAL DUMPING AND HOW IT'S A PERSISTENT PROBLEM THROUGHOUT KERN COUNTY.

THEY BASICALLY STATED THAT THEY DON'T HAVE A FEE OR ANY COST RECOVERY METHOD FOR ILLEGAL DUMPING.

SO THEIR PROPOSAL IS TO INCREASE THE EXISTING LAND USE FEE TO SUPPORT ILLEGAL DUMPING PROGRAMS IN KERN COUNTY.

BASED ON THE CURRENT PROGRAMS THEY OFFER, THEY'VE INDICATED THAT THAT'S NOT ENOUGH.

THEY CONTINUE TO SEE THE ILLEGAL DUMPING THROUGHOUT THE COUNTY.

SO THEY'RE LOOKING AT RAISING THE SINGLE FAMILY HOME PROPERTY TAX TO ONE HUNDRED AND FIVE PER HOME, WHICH WOULD BE A TWENTY TWO DOLLARS, 11 CENT INCREASE PER HOME.

AND THEY'RE LOOKING AT THE APARTMENT FEE TO GO FROM SIXTY SIX 30 PER UNIT TO EIGHTY FOUR DOLLARS PER UNIT, WHICH WOULD BE SEVENTEEN DOLLARS AND SEVENTY CENT INCREASE PER UNIT FOR MULTIFAMILY APARTMENTS.

BASICALLY THAT FEE THEY'RE PROPOSING THAT THAT WILL PROVIDE ADDITIONAL ENFORCEMENT, THERE WILL BE ADDITIONAL PUBLIC OUTREACH AND EDUCATION THROUGHOUT THE COUNTY AND THERE WILL BE ADDITIONAL CLEANUP CREWS.

THEY'VE ANTICIPATED THERE'S GOING TO BE FIVE CREWS, TWO OF THEM LOCATED IN THE METRO BAKERSFIELD AREA, ONE IN EASTERN ONE ON THE WESTERN SIDE OF THE COUNTY, AND THEN ONE IN THE SHAFTER MCFARLAND AREA, WHICH IS WHERE WE WOULD FALL UNDER.

THEY CURRENTLY STATED THAT THEY'RE GOING TO BE MOVING FORWARD WITH THE PROP TWO 18 PROCESSES AS THEY'RE REQUIRED TO TO IMPOSE THIS FEE AND DID INDICATE THAT THE LAND USE FEE HAS NOT BEEN UPDATED SINCE 2012.

ONE OF THE CONCERNS THAT SEVERAL PEOPLE ON THE COAL STATED WAS THAT IT IS GOING TO BE PLACED IN THE GENERAL FUND.

SO THERE'S NO GUARANTEE THAT THIS MONEY WILL BE SPECIFIC FOR ILLEGAL DUMPING.

SO THAT WAS ONE OF THE BIGGEST CONCERNS THAT WAS RAISED BY PEOPLE ON THE CALL.

THEY'RE RECOMMENDING THAT A PORTION OF THE INCREASE FEES BE PROVIDED AND ALLOCATED TO CITIES BASED ON MAINTAINING ROAD MILEAGE.

SO BASED ON THAT RECOMMENDATION, THEY'RE ESTIMATING THAT WASCO WOULD SEE AN ADDITIONAL EIGHTY TWO THOUSAND SEVEN HUNDRED AND SEVENTEEN DOLLARS AND 20 CENTS PER YEAR IN TAXES REVENUE.

AND THEY DID INDICATE THAT THEY WANTED FEEDBACK FROM CITIES TO IDENTIFY IF THIS IS A GOOD TIME TO PROCEED WITH THE INCREASE.

CITY STAFF FROM WASCO CURRENTLY GEARING UP FOR SB THIRTEEN EIGHTY THREE IMPLEMENTATION.

SO THAT'S GOING TO BE AN ADDITIONAL COST TO OUR RESIDENTS ON A LOCAL LEVEL.

AND HAVING THE COUNTY PROPOSED THIS FEE INCREASE MAY POSE BURDENSOME TO SOME OF OUR RESIDENTS.

SO WE DID EXPRESS THOSE CONCERNS.

BUT REGARDLESS OF THAT, THEY DID INDICATE THAT THEY WILL BE PROCEEDING WITH THE NEXT STEPS, WHICH WOULD BE THE PROP 218 PROCESS, AND THEY BE HAVING VIRTUAL COMMUNITY MEETINGS.

AND THEN EVENTUALLY THERE'D BE A BOARD OF SUPERVISORS VOTE AND THEY EXPECT TO ENACT THIS EFFECTIVE JULY TWENTY TWENTY ONE.

SO I'M BRINGING THIS INFORMATION FORWARD TO YOU BECAUSE IT WAS PRESENTED TO US BY KERN COUNTY PUBLIC WORKS.

SO THE ONLY CONCERN WITH IT GOING INTO THE COUNTY'S GENERAL FUND IS WHAT'S THE GUARANTEE THAT THIS FUNDING IS GOING TO BE SECURED AND ALLOCATED TO THE ILLEGAL DUMPING? RIGHT, RIGHT, BECAUSE THERE ARE CORRECT.

AND AS YOU ALLUDED TO, THE FIRE CONTRACT, THE SHERIFF'S CONTRACT, THE COUNTY HAS OTHER FINANCIAL WOES AT THIS MOMENT, THAT THERE'S REALLY NO GUARANTEE THAT THIS MONEY WOULDN'T GET REDIRECTED IF IT GOES INTO THE GENERAL FUND.

YEAH, THAT WOULD BE MY ONLY CONCERN, AS WE KNOW THEY'RE GOING TO MOVE FORWARD WITH THIS ANYHOW, BUT I WOULD BE ADAMANT ABOUT THAT POINT IN SAYING THAT THE COUNCIL AGREES OR AT LEAST WASCO'S COUNCIL VIEWS, THAT WE WANT SOME GUARANTEES THAT THAT WOULD BE THE SPECIFICALLY USED FOR PROGRAMING OF ILLEGAL DUMPING.

I THINK, YOU KNOW ME PERSONALLY AND I YOU KNOW, I UNDERSTAND THE COUNTY'S POSITION AND HAVING TO INCREASE THE RATES.

THEY'RE WORKING UP A PLAN FOR DOING MASS VACCINATIONS ACROSS THE COUNTY AND OBVIOUSLY STARTING WITH THE PHASED APPROACH FOR THE HEALTH CARE WORKERS, PUBLIC SAFETY AND THEN SENIORS, THOSE OVER 65.

WE'VE REACHED OUT TO PUBLIC HEALTH AND INQUIRED ABOUT WHETHER OR NOT PARTICULARLY OUR DOLERITE DRIVERS AND WHERE THEY FIT WITHIN THE PHASES.

AND BECAUSE OBVIOUSLY WE UNDERSTAND THAT HERE IN WASCO, A NUMBER OF OUR WRITERS ARE THE ELDERLY WHO UTILIZED GROCERIES AS WELL AS GOING TO THEIR DOCTOR'S OFFICES.

I WAS ABLE TO ADDRESS MEMBERS OF THE COMMUNITY REGARDING SOME IMPORTANT TOPICS, AND I OVERHEARD MAYOR GARCIA ASKING FOR PEOPLE TO APPROACH HIM AFTER WE WERE APPROACHED AS LAW ENFORCEMENT.

AND I ENCOURAGED MEMBERS OF THE COMMUNITY.

KCSO, THE SHERIFF'S OFFICE HAS TAKEN OVER SOME FIRE INVESTIGATIONS IN THE PAST, WHICH USUALLY INVOLVE STOLEN CARS.

RECENT FIRES IN THE CITY WITHIN THE CITY OF WASCO INCLUDED THE MOST RECENT ONE ON THE 15TH AT THE OLD LABOR CAMP, THE PICTURE ON THE LEFT.

THERE WAS ONE ON DECEMBER THIRTY FIRST AT ONE FIFTY SIX IN THE MORNING.

IT WAS OCCURRING ON THE THREE HOUR BLOCK OF F STREET.

THERE WAS ANOTHER ONE ON DECEMBER THIRTY FIRST AT ONE FORTY FIVE.

THIS IS IN THE AREA OF PATTON AVENUE AND BOTH THOSE ARE BEING INVESTIGATED BY THE FIRE DEPARTMENT.

AND THEN THERE WAS AN ADDITIONAL ONE ON THE 30TH OF DECEMBER AT SIX FIFTY ONE IN THE AREA OF THE 1700 BLOCK OF POPLAR AVENUE.

THIS WAS INVESTIGATED BY THE FIRE DEPARTMENT.

I'M NOT SURE THE OUTCOME OF THEIR INVESTIGATIONS.

ONCE AGAIN, WHEN IT COMES TO THE FIRE, UNLESS IT INVOLVES A STOLEN CAR, WE WILL RESPOND, CONDUCT THE INVESTIGATION AS FAR AS THE CRIMINAL ACTIVITY REGARDING THE STOLEN CAR AND THE ARSON OF THE CAR.

IN THIS LAST DECEMBER, THERE WERE THIRTY ONE.

THAT'S AN INCREASE OF TWENTY STOLEN VEHICLES.

THAT BEING SAID, THE YEAR TWENTY NINETEEN, THERE WERE A TOTAL OF ONE HUNDRED AND ELEVEN STOLEN VEHICLES THIS YEAR, TWENTY TWENTY, THERE WERE A TOTAL OF ONE HUNDRED AND SEVENTY THREE STOLEN VEHICLES.

THAT'S AN INCREASE OF 62 VEHICLES ON THE AVERAGE OF ABOUT 15 VEHICLES A MONTH.

I WOULD LIKE TO REMIND THE COMMUNITY OF A FEW SIMPLE TACTICS THAT THEY CAN DO.

VERY SIMPLE.

LOCK YOUR CAR DOORS.

DO NOT LEAVE YOUR KEYS IN YOUR CAR THAT'S UNATTENDED.

PARK IT IN A WELL LIT AREA IF POSSIBLE.

AND YOU MIGHT THINK ABOUT ADDING LIGHTING TO THE EXTERIOR OF THEIR RESIDENCE, INSTALL RESIDENCE SURVEILLANCE CAMERAS, WHICH WE HAVE TALKED ABOUT.

IF YOU HAVE ONE OF THESE PARK YOUR VEHICLE IN THE AREA WHERE THE SURVEILLANCE CAMERA WILL CAPTURE THE IMAGES.
