ON A GOOD NOTE, YOU GUYS ARE DOING VERY GOOD WORK.

WE HEAR, YOU KNOW, THE CITY OF WASCO, YOU KNOW, WITH ALL THE ECONOMIC DEVELOPMENT GOING ON. AND, YOU KNOW, WE JUST WANT TO LET YOU GUYS KNOW THAT THERE IS IHSS WORKERS THAT ARE IN THE CITY OF WASCO.

THE SUSPECTS FLED THE AREA.

DEPUTIES LOCATED A SIMILAR VEHICLE DRIVING IN THE AREA OF D STREET AND 4TH IN WASCO INITIATED A TRAFFIC STOP.

WHEN THE VEHICLE STOPPED, THE FRONT PASSENGER EXITED AND FLED ON FOOT.

THAT'S I'M GOING TO ADDRESS THAT HERE SHORTLY.

THE REMAINING OCCUPANTS WERE DETAINED.

THE SUSPECT HAD FLED ON FOOT, WAS NOT LOCATED THAT NIGHT.

DURING A SEARCH OF THE SUSPECTS THAT WERE IN CUSTODY OR DETAINED.

A TWENTY FIVE CALIBER HANDGUN WAS LOCATED ON ONE OF THE MALE JUVENILES.

THE THREE OCCUPANTS OF THE VEHICLE, TWO 15 YEAR OLD MALE JUVENILES AND ONE SIXTEEN YEAR OLD FEMALE JUVENILE, ALL FROM WASCO, WERE ARRESTED FOR CARRYING A LOADED FIREARM, CRIMINAL THREATS, BRANDISHING A DEADLY WEAPON, CONSPIRACY AND PARTICIPATION IN A STREET GANG. SO I BRING THIS TO YOUR ATTENTION, BECAUSE JUST RECENTLY, DURING THE COURSE OF THIS INVESTIGATION, WASCO DEPUTIES IDENTIFIED THE FOURTH SUSPECT THAT FLED FROM THE VEHICLE AS OSCAR DOMíNGUEZ.

TWENTY SEVEN YEAR OLD MALE FROM WASCO.

AND HAD A WARRANT ISSUED FOR HIS ARREST JUST RECENTLY ON FEBRUARY 9TH.

A FEW DAYS AGO AT TEN THIRTY PM, THEY LOCATED AND ARRESTED MR. DOMíNGUEZ IN THE ELEVEN HUNDRED BLOCK OF HIGHWAY FORTY SIX WITHOUT RESISTANCE OR DELAY.

HE WAS BOOKED INTO THE KERN COUNTY JAIL FOR THE ACTIVE WARRANT FOR HIS ARREST, WHICH INCLUDED THE CHARGES OF POSSESSION OF A FIREARM BY A PROHIBITED PERSON, CARRYING A LOADED FIREARM IN A PUBLIC SPACE, PARTICIPATION IN A CRIMINAL STREET GANG AND RESISTING DELAYING ARREST.

SO ALL FOUR SUSPECTS IN THAT INCIDENT FROM DECEMBER 7TH HAVE BEEN LOCATED AND ARRESTED.

WE CURRENTLY ARE WAITING FOR THE ARRIVAL OF TWO DEMO UNITS TO TEST OUT THAT HAVE A HIGHER

PG&E ACTUALLY HAS A PROGRAM THAT'S AVAILABLE TO MUNICIPALITIES IN WHICH THEY ASSIST WITH THE FINANCING OF RETROFITTING OLDER LIGHTS, BOTH LAMPPOSTS AND STREET LIGHTS, AS WELL AS POTENTIAL FOR FINANCING THE ADDITION OF ADDITIONAL STREETLIGHTS THROUGHOUT THE COMMUNITY AND OR THE INSTALLATION BY PG&E OR PG&E CONTRACTOR.

SO WE'RE WAITING FOR ADDITIONAL INFORMATION ON THEM THAT MIGHT PROVIDE AN OPPORTUNITY TO DO THE ENTIRE CITY ALL AT ONCE, AS OPPOSED TO TRYING TO PIECEMEAL AS FUNDS BECOME AVAILABLE OR AS THE RESOURCES BECOME AVAILABLE FOR THE CITY TO MOVE FORWARD.

THEY ARE BEING DRIVEN OR I GUESS, THE COUNTY WAS ASKED BY THE STATE TO SECURE A SITE, PREFERABLY IN WASCO.

HAPPY TO REPORT. WE'VE KIND OF HELPED COORDINATE AND FACILITATE A DISCUSSION BETWEEN THE WASCO RECREATION AND PARKS DISTRICT AND THE KERN COUNTY.

IT APPEARS THEY'RE GOING TO BE MOVING FORWARD WITH LOCATING THAT VACCINATION SITE AT THE VETERANS HALL AT BARKER PARK.

IF ALL PANS OUT, THE STATE IS LOOKING TO GET THAT OPERATIONAL AS EARLY AS NEXT WEEK.

SO HOPEFULLY THAT WILL COME TO FRUITION.

SO ALSO TO TOUCH ON MAYOR GARCIA'S POINTS REGARDING THE, I GUESS, THE SITUATION BACK ON FEBRUARY 7TH, ROUGHLY IN THE EVENING, WHILE MANY OF YOU WERE WATCHING AND FINALIZING THE TAIL END OF THE SUPER BOWL, I'M NOT SURE WHICH TEAM YOU WERE ROOTING FOR, BUT SEVERAL OF US IN THE COMMUNITY EXPERIENCED A POWER OUTAGE THAT WAS CAUSED APPARENTLY BY AN ACCIDENT THAT OCCURRED OFF OF HIGHWAY 99 AND SEVEN STANDARD IN WHICH A VEHICLE TOOK OUT A POLE THAT HAD A POWER LINE THAT FED A CERTAIN PARTS OF OUR COMMUNITY.

THAT BLACKOUT RESULTED AND TOOK OUT THE INTERSECTIONS AND VARIOUS STREET LIGHTS, NOT ONLY IN A NUMBER OF STREETS, BUT ALSO THE INTERSECTIONS OF FORTY SIX AND GRIFFITH AND FORTY SIX AND F STREET.

WE RECEIVED MULTIPLE REPORTS FROM THE SHERIFF'S OFFICE AND TRIED TO COMMUNICATE AND COORDINATE WITH CALTRANS TO GET A TECHNICIAN OUT THERE.

WE WERE INITIALLY HAVING SOME DIFFICULTY TRYING TO COORDINATE AND GET SOMEONE OUT, BUT FORTUNATELY TOWARDS THE END OF THE EVENING WE DID GET A TECHNICIAN TO COME OUT AND RESET THOSE STREET LIGHTS. I'M TRYING TO PULL UP THE VIDEO OF WHAT IT LOOKS LIKE SO I CAN SHOW YOU. NOW, GIVE ME ONE SEC.

NO, IT WON'T SHOW.

THE INTERSECTION WAS COMPLETELY BLACKED OUT AND DEPUTIES WERE ATTEMPTING TO USE FLARES ON THE ROAD TO TRY TO GET DRIVERS ATTENTIONS, IN MANY CASES IT WAS TOO LIMITED OR NO AVAIL, AS THERE WERE A NUMBER OF INSTANCES OF SEMI TRUCKS AS WELL AS VEHICLES JUST DRIVING THROUGH THE INTERSECTIONS BECAUSE IT COULDN'T TELL THAT THAT INTERSECTION WAS COMPLETELY DARK. FORTUNATELY, THERE WERE NO INCIDENTS.

BUT THE FOLLOWING DAY I DID CONTACT OUR KERN AND WE COORDINATED AND HAD SOME CONVERSATIONS WITH CALTRANS TO HELP ENSURE THAT THOSE TWO INTERSECTIONS WOULD BE ADDRESSED AND THE BATTERY BACKUP SYSTEMS INSPECTED AND UPDATED TO ENSURE THAT THEY'RE AVAILABLE AND RELIABLE WHEN WE HAVE OUTAGES.

WE'RE ALSO WORKING ON A MEETING BETWEEN BOTH THE SHERIFF'S OFFICE WITH SERGEANT MARTINEZ, MYSELF AND OUR PUBLIC WORKS STAFF TO BETTER COORDINATE AND UNDERSTAND HOW TO BOTH RESPOND AND SHARING RESOURCES WHERE POSSIBLE FOR INCIDENCES AND EVENTS THAT OCCUR ON HIGHWAY FORTY THREE AND HIGHWAY FORTY SIX.

I BELIEVE THERE WAS A CALL A COUPLE OF WEEKENDS AGO THAT THEY HAD A COUPLE OF WILD DOGS THAT WERE OUT THERE ATTACKING THEIR LIVESTOCK, ALMOST ACTUALLY KILLED SOME OF THEM.

AND SO IT'S ACTUALLY A BIG CONCERN FOR THEM AND THEIR BUSINESS, ESSENTIALLY.

SO WHAT HAPPENED WAS I BELIEVE THERE WAS ONE ANIMAL THAT WAS CAUGHT, BUT THE OTHER ONE GOT AWAY. MY QUESTION IS, WHAT IS THE POLICY OR WHAT IS DONE WITH THAT ANIMAL? IF THEY'RE CAUGHT, IF THE OWNER PICKS IT UP.

IS THERE ANY REPERCUSSIONS OR CONSEQUENCES FOR THE OWNER OR WHAT IS WHAT HAPPENS THERE? AND IF IT IS THERE AN EFFORT TO GO BACK AND POTENTIALLY CATCH THE OTHER DOG THAT GOT AWAY? AND TWO BIRDS WITH ONE STONE.

WE'RE GOING TO TURN IT INTO LIKE A VOLUNTEER CLEANING PROGRAM.

AND SO WE'RE GOING TO PROVIDE TRASH PICKERS, BAGS, VESTS, SO THAT WE CAN GO AHEAD AND GET THAT STARTED AS WELL.

WITH THE GROUP, IN ADDITION TO THAT, I'M SOLICITING FEEDBACK ON THE LIGHTING PROGRAM AND AS WELL AS REALLY GETTING TO THE CORE OF IT, AND THAT IS ESTABLISHING AN ADVOCACY ARM THROUGH THAT, THROUGH THAT, THROUGH THE COMMUNITY PRESENCE AND THROUGH THE COMMUNITY GROUPS THAT AS I MENTIONED IN THE PAST, WE WOULD LIKE TO ADVOCATE FOR A MORE WALKING PATROLS, MORE BIKING PATROLS IN THE COMMUNITY.

BUT IN ADDITION TO THAT, THERE'S OTHERS.

THERE'S OTHER ADVOCACY ITEMS THAT WE NEED TO GET GOING, AND THAT INCLUDES CONTACTING OUR STATE REPRESENTATIVES, OUR RESIDENTS, WE NEED THEM TO SPEAK UP.

WE NEED THEM TO BE. BUT I CAN'T BE THE ONLY ONE.

AND I SHARE THAT AND ECHO THAT MESSAGE TO YOU ALL, MY COLLEAGUES ON THE COUNCIL TO TRY TO SEND A QUICK TEXT, TO RUDY SEND A QUICK TEXT TO MELISSA OR REACH OUT TO THEIR OFFICE.
