YOUR HARD WORK, MR. CRAIG, OF COURSE, AND YOUR DILIGENCE HAVE GREATLY BENEFITED THE CITY OF WASCO AND THEIR RESIDENTS.

THIS IS AN ANNUAL PUBLIC HEARING THAT IS REQUIRED TO RECEIVE TDA FUNDING THROUGH THE CURRENT COG.

THE DISCUSSION, THE CURRENT COG RESOLUTION, 90-4 DEFINES UNMET TRANSIT NEEDS AS FOLLOWS: AN UNMET TRANSIT NEED EXISTS IF AN INDIVIDUAL OF ANY AGE OR PHYSICAL CONDITION IS UNABLE TO TRANSPORT HIMSELF OR HERSELF DUE TO DEFICIENCIES IN THE EXISTING TRANSPORTATION SYSTEM, SOME ITEMS ARE EXCLUDED.

SANGER, A SMALL COMMUNITY JUST OUTSIDE FRESNO CENTRAL VALLEY OF CALIFORNIA.

16 YEARS AGO HAD A REPUTATION FOR BEING ONE OF THE LAST PLACES IN CALIFORNIA YOU'D WANT TO LIVE.

WE LOOKED AT PAST TWO GAMES THAT WERE RIVAL IN ACROSS THE PARK.

WE LOOKED AT PASTURES THAT WERE DISCONNECTED AND WOULD WORK TOGETHER.

WE LOOKED AT A COMMUNITY, HAD A BILLBOARD THAT'S PROCLAIMED THAT THE COMMUNITY HAD STRIFE AND DIFFICULTY.

WE WERE ACTUALLY BEHIND TWO PERCENT OF SCHOOLS, DISTRICTS IN THE STATE OF CALIFORNIA.

WE TOLD PEOPLE, HEY, WERE MOVING A SANGER, YOU KNOW, WE GOT THE WHOLE THING LIKE, REALLY? YOU GUYS ARE MOVING TO SANGER? IN 2008 DURING COMMUNITY OUTREACH WHERE FAMILIES GATHER TO ENJOY A SUMMER AFTERNOON WITH GAMES, MUSIC AND FRIENDS.

SANGER OFFICIALS [INAUDIBLE] WHEN A YOUNG MAN WAS SHOT IN THE HEAD AND KILLED.

A GROUP OF PASTORS AND LEADERS REALIZED SOMETHING HAD TO BE DONE IF THERE WAS ANY HOPE FOR THEIR COMMUNITY.

THEY BEGAN TO MEET WITH POLITICIANS, POLICE AND FIRE DEPARTMENTS.

[INAUDIBLE] ORGANIZERS AND THE SANGER COMMUNITY TASK FORCE WAS BORN.

THE PROBLEM IS, IS THAT CHURCHES AND COMMUNITIES ARE SILOED.

YOU HAVE THIS GROUP DOING GOOD THINGS, THIS GROUP DOING GOOD THINGS, THIS GROUP DOING GOOD THINGS, BUT NOBODY KNOWS WHAT THE OTHER PERSON IS DOING.

IN RESPONSE TO CHALLENGES THAT WOULD, I THINK, REALLY STARTLE.

ANY COMMUNITY.

GROUPS HAVE COME TOGETHER ON A REGULAR BASIS AND THEY BUILT RELATIONSHIPS AMONGST EACH OTHER AND TO WORK WITH EACH OTHER TO UNDERSTAND WHAT IN FACT IS HAPPENING IN THE COMMUNITY.

HAVING A TASK FORCE, A ONE PLACE TO GO WHERE YOU CAN CONNECT, COMMUNICATE AND COLLABORATE TO MAKE A BIGGER IMPACT AND HELP MORE PEOPLE.

THAT'S WHY A TASK FORCE IS NECESSARY.

WE KNOW THAT WE CAN'T DO IT ALL ALONE AS A POLICE DEPARTMENT, AND WE REALLY DO HAVE TO WORK WITH COMMUNITY AND ANY ORGANIZATION THAT'S WILLING TO WORK WITH US.

IT HAS LED TO SOME PRETTY SIGNIFICANT REDUCTIONS IN CRIME OVER THE LAST COUPLE OF YEARS.

ONE OF THE BIGGEST THINGS THAT I THOUGHT WAS REALLY AMAZING WITH ALL THE CHURCHES WORKING TOGETHER FOR THE SAME [INAUDIBLE].

[INAUDIBLE] GROUP HAS ALREADY ESTABLISHED AS A SET OF VOLUNTEERS THAT WANT TO HELP.

YOU KNOW, IT'S EVIDENT, WITH YOU KNOW, ALL THE THINGS THAT FAITH BASED [INAUDIBLE].

SO OUR FAITH BASED PARTNERSHIPS HAVE BEEN INSTRUMENTAL BECAUSE OUR FAITH BASED ORGANIZATIONS HAVE ADOPTED SCHOOLS.

FOR US AS A SCHOOL DISTRICT HAS BEEN A GREAT RESOURCE TO SOLVE THE PROBLEMS WITH OUR STUDENTS.

ELIMINATING THE BARRIERS THAT OFTEN [INAUDIBLE] FAILURE TO LEARN AND PUTTING OUR TEACHERS IN A BETTER POSITION, AND OUR SUPPORT STAFF IN A BETTER POSITION TO EDUCATE THEM.

THERE'S A LOT OF THINGS THAT I DIDN'T EVEN KNOW THAT EXISTED UNTIL I BECAME A PART OF THE TASK FORCE.

WE'VE BECOME AWARE OF ACTIVITIES AND EVENTS AND OTHER PARTNERS IN THE COMMUNITY.

WE KNOW WHAT THEY'RE DOING AND HOW WE CAN WORK TOGETHER.

I THINK THE COOLEST PART FOR ME IS SITTING THERE LISTENING TO SOMEBODY, HAVING ISSUES, KNOWING THAT YOU'RE GOING TO BE ABLE TO HELP THEM KIND OF MAKE SOMETHING GREAT, NOT JUST FOR YOUR DEPARTMENT AND YOUR DIVISION AND ORGANIZATION AND FOR YOUR WHOLE COMMUNITY.

EVEN HAD ONE TIME WHEN THIS BOY WHO HAD BEEN BULLIED CAME TO THE TASK FORCE AND SAID, I REALLY WANT TO DO SOMETHING ABOUT BULLYING.

WE STOPPED THE MEETING AND LET HIM SHARE HIS STORY.

AND OUT OF THAT STORY, STAND UP AND BE HEARD AND WE STARTED.

AND WE WENT UP THERE TO TALK TO THE COMMUNITY TASK FORCE.

AND THEN THAT'S WHERE EVERYBODY[INAUDIBLE] ABOUT IT.

HAVING LIKE POLICE AND FIRE DEPARTMENT, ENCOURAGED ME.

IT'S, IT FELT PRETTY GOOD.

HOPE SANGER WAS BORN FROM THIS AND SPECIFICALLY WITH ME, WHICH WAS TO MEET THE NEEDS OF THE HOMELESS AND THOSE OPPOSED TO HOMELESSNESS.

WE DEALT WITH ISSUES OF GANG VIOLENCE.

WE DEALT WITH THE HOMELESS.

WE DEALT WITH GRAFFITI.

WE WORKED THROUGH ALL THE DIFFERENT ISSUES THAT WE FOUND.

BY 2010, WE WERE ANOINTED [INAUDIBLE]THROUGH THE STATE OF CALIFORNIA.

SO WE KNEW IN A CONCERTED EFFORT OVER THE LAST SIX YEARS.

THE REALITY IS SUPERMAN'S PROBABLY NOT COMING TO SAVE ALL OF US.

WE HAVE TO FIGURE OUT WAYS TO DO THAT.

AND THE WORK THAT THE COMMUNITY TASK FORCE HERE AT SANGER HAS BEEN A REALLY WONDERFUL EXAMPLE OF PEOPLE DOING THE HARD WORK OF COMING TOGETHER, LEARNING FROM EACH OTHER AND LEARNING ABOUT EACH OTHER AND REALLY TRYING TO FIND WAYS TO CONNECT THE DOTS.

AND SO I REALLY CELEBRATE WHAT'S HAPPENING IN A COMMUNITY LIKE SANGER.

AND LOOK AT THAT AS SOMETHING AMAZING TO SEE.

THE CITY OF SANGER AND THE CITY HAS [INAUDIBLE]THE SCHOOL DISTRICT BETTER BECAUSE OF THE COMMUNITY TASK FORCE.

WHICH WE EXCEL FOR [INAUDIBLE] REALLY TRAGIC CIRCUMSTANCES, BUT IN THE END IS DOING SO MUCH GOOD FOR SO MANY PEOPLE.

YOU HAVE THE SCHOOL DISTRICT, YOU HAVE ALL THE CITY THAT'S INVOLVED WITH THE GROUP.

THE CHIEF OF POLICE, THE FIRE CHIEF, ATTEND THE MEETINGS OR THEY SEND A REPRESENTATIVE THERE.

THE SANGER UNIFIED SCHOOL DISTRICT IS THERE AND THEIR CARE TEAM, NAMI, THE NATIONAL ALLIANCE, A NATIONAL ASSOCIATION FOR MENTAL ILLNESS, SANGER WOMEN'S CLUB.

ALL THE THE PUBLICATIONS LIKE SANGER HERALD AND SANGER SCENE.

SO ALL OF THEM ARE THERE.

AND EVERYONE KNOWS WHEN THOSE GROUPS ARE MEETING AND WHEN THEY'RE HANDING OUT FOOD BECAUSE WE TALK ABOUT IT.

OUTREACH EVENTS ARE THERE.

WE ALREADY TALKED ABOUT ADOPTING SCHOOLS AND WHAT THAT DID FOR THE COMMUNITY.

OF COURSE, GANG ACTIVITY, GRAFFITI.

WE NOW HAVE 40 PEOPLE THAT ARE PART OF THE CERT TEAM.

AND THAT CAME OUT OF THE TASK FORCE.

CERT, OF COURSE, IS COMMUNITY EMERGENCY RESPONSE TEAM, AND THAT WORKS THROUGH OUR FIRE DEPARTMENT.

BUSINESSES, THE DOWNTOWN ASSOCIATION IS BEING REVITALIZED AND THE CHAMBER OF COMMERCE IS SEEING JUST SOME WONDERFUL THINGS HAPPEN.

ONE, TO ANSWER QUESTIONS, PROVIDE INFORMATION TO THE PUBLIC OR SOLICIT INFORMATION FROM THE PUBLIC.

WHAT ARE ITS LIMITATIONS AND WHAT IS THE BROAD SCOPE OF WHAT YOU CAN AND CANNOT DO.

SO, YOU KNOW, I THINK THE CITY ATTORNEY AND I KIND OF JUST, YOU KNOW, RECOMMEND EXERCISING CAUTION.

SO I'M GOING TO START OFF BY TALKING ABOUT PFAS WHICH IS PER-AND POLYFLUOROALKYL SUBSTANCES.

SO I'LL JUST REFER TO THEM AS PFAS MOVING FORWARD.

THEY ARE A GROUP OF MANMADE CHEMICALS THAT INCLUDE A VARIETY OF THESE CHEMICALS AND THEY'VE BEEN MANUFACTURED AND USED IN A VARIETY OF INDUSTRIES AROUND THE GLOBE, INCLUDING THE UNITED STATES, SINCE ABOUT 1940.

THEY'VE BEEN THE MOST EXTENSIVELY PRODUCED AND STUDIED OF THESE CHEMICALS IS THE TWO VARIETIES OF PFOA, AND PFOS, BOTH CHEMICALS ARE VERY PERSISTENT IN THE ENVIRONMENT AND IN THE HUMAN BODY, MEANING THAT THEY DON'T BREAK DOWN AND THEY CAN ACCUMULATE OVER TIME.

AND THERE'S EVIDENCE THAT THE EXPOSURE TO PFAS CAN LEAD TO ADVERSE HUMAN HEALTH EFFECTS.

LOOKS LIKE.

AND SO PFAS CAN BE INTRODUCED INTO THE BODIES THROUGH VARIOUS SOURCES AND SOME OF THAT CAN BE EATING OR DRINKING CONTAMINATED FOOD OR LIQUID, INCLUDING WATER, BREATHING IN, OR TOUCHING PRODUCTS TREATED WITH PFAS SUCH AS CARPETS OR CLOTHING.

FOOD CAN BE CONTAMINATED BY THE MIGRATION OF THE PFAS FROM PACKAGING.

SOME FOODS LIKE FISH, MEAT, EGGS, LEAFY VEGETABLES CAN CONTAIN PFAS DUE TO BIOACCUMULATION AND CROP UPTAKE.

AND THE CONTAMINATED DRINKING WATER HAS LED TO HIGH LEVELS OF EXPOSURE TO PFAS FOR SOME POPULATIONS.

AND IT HAS ALSO BEEN DETECTED IN AIR, WATER AND SOIL IN AND AROUND MANUFACTURING FACILITIES.

HOWEVER, THESE RELEASES HAVE BEEN DECLINING SINCE COMPANIES BEGAN PHASING OUT THE PRODUCTION AND USE OF SEVERAL PFAS IN THE EARLY 2000S.

HOWEVER, DUE TO THEIR CHEMICAL STRUCTURE, PFAS ARE STILL VERY STABLE IN THE ENVIRONMENT AND ARE RESISTANT TO BREAKING DOWN.

SOME OF THE BIGGEST PFAS CONTRIBUTORS ARE FIRE TRAINING AND FIRE RESPONSE SITES, INDUSTRIAL SITES, LANDFILLS AND WASTEWATER TREATMENT PLANTS AND BIOSOLIDS.

SO PFAS CAN GET INTO DRINKING WATER WHEN PRODUCTS CONTAINING THEM ARE USED OR SPILLED ONTO THE GROUND OR INTO LAKES AND RIVERS, AND ONCE THEY'RE IN THE GROUND WATER, PFAS ARE EASILY TRANSPORTED VERY LARGE DISTANCES AND THEY CAN CONTAMINATE DRINKING WELLS .

PFAS IS IN THE AIR.

AND IT CAN ALSO END UP IN RIVERS AND LAKES USED FOR DRINKING WATER IF YOUR SOURCE OF WATER AND SURFACE WATER.

ADDITIONALLY, ADDITIONAL INFORMATION REGARDING THE FATE IN THE TRANSPORTATION OF PFAS CAN ALSO BE FOUND ON THE STATE WATER BOARD WEBSITE AND THE ENVIRONMENTAL PROTECTION AGENCY WEBSITE.

THERE IS AN ENORMOUS AMOUNT OF RESEARCH, SO I'M JUST KIND OF GIVING YOU A HIGH LEVEL OF THAT AND HOW THEY GET INTO THE DRINKING WATER.

IN JULY OF 2020, STAFF DID RECEIVE AN ORDER FROM THE STATE WATER BOARD BECAUSE THE WASTEWATER TREATMENT PLANT HERE IN WASCO WAS IDENTIFIED AS A PUBLICLY OWNED TREATMENT WORKS.

THAT IS A POTENTIAL RECEIVER OF PFAS AND IS THEREFORE A POTENTIAL DISCHARGER TO THE ENVIRONMENT.

SO BECAUSE OF THIS, THIS ORDER IS REQUIRING US TO SUBMIT TECHNICAL REPORTS AND ANALYTICAL DATA ELECTRONICALLY VIA GEO TRACKER AND GEO TRACKER IS THE DATABASE PLATFORM THAT THE STATE WATER BOARD USES FOR US TO UPLOAD OUR DATA.

AND SO WE DO HAVE TO CONDUCT SAMPLING FOR THIRTY ONE PFAS TYPES, AND WE HAD TO SUBMIT THOSE RESULTS AND WE ALSO HAD TO COMPLETE A QUESTIONNAIRE.

SO TO DATE, WE DID CONTRACT WITH WILBANKS ENVIRONMENTAL, WHICH IS THE ENVIRONMENTAL CONSULTANT THAT CURRENTLY MONITORS OUR GROUNDWATER MONITORING WELLS, AND THEY DID ASSIST STAFF WITH DEVELOPING AND SUBMITTING A PFAS GROUNDWATER MONITORING PLAN TO THE STATE WATER BOARD FOR THEIR REVIEW AS REQUESTED PER THE ORDER.

THAT PLAN HAS SINCE BEEN APPROVED BY THE STATE.

WE DID COMPLETE THE QUESTIONNAIRE AND UPLOADED THAT TO THE GEO TRACKER.

AND THEN WE DID THE INITIAL WASTEWATER TREATMENT PLANT SAMPLING OF THE INFLUENT AND THE EFFLUENT.

THE GROUNDWATER MONITORING WELLS SAMPLING.

AND WE ALSO SAMPLED BIOSOLIDS AND UPLOADED THOSE RESULTS TO THE GEO TRACKER.

SO WHAT HAPPENS NOW? WE'RE GOING TO BE MONITORING OUR INFLUENT AND EFFLUENT ON A QUARTERLY BASIS FOR THIS YEAR BASED ON THE ORDER, BUT IT IS OUR UNDERSTANDING THAT THIS ORDER IS THE PRELIMINARY STAGE TO THE DEVELOPMENT OF POTENTIAL MAXIMUM CONTAMINANT LEVELS FOR THIS AND DIFFERENT PLANTS.

AND CV-SALTS ACTUALLY STANDS FOR THE CENTRAL VALLEY SALINITY ALTERNATIVES FOR

LONG TERM SUSTAINABILITY.

SO BASICALLY, THERE'S A SALT PROBLEM IN THE CENTRAL VALLEY.

EVERY YEAR MORE THAN SEVEN MILLION TONS OF SALT ARE ADDED TO THE CENTRAL VALLEY VIA IMPORTED WATER.

THAT IMPORTED WATER IS USED BY CROPS AND THE SALT STAYS BEHIND.

AND OVER MANY DECADES, THE SALINITY ACCUMULATION IN THE GROUNDWATER AND THE SOIL CAN POISON THE GROUNDWATER AND THE SOIL AND HAVE ECONOMIC AND AGRICULTURAL IMPACTS TO THE CENTRAL VALLEY.

WITHIN THE NEXT DECADE IT IS ANTICIPATED THAT ABOUT TWO HUNDRED AND FIFTY THOUSAND AGRICULTURAL ACRES WILL BE TAKEN OUT OF PRODUCTION.

ONE POINT FIVE MILLION ACRES ARE ALREADY IMPAIRED BY SALINITY, AND BY 2030, THE POTENTIAL DIRECT ANNUAL COST ASSOCIATED WITH SALTS IS UP TO ONE POINT FIVE BILLION DOLLARS PER YEAR TO THE CENTRAL VALLEY ECONOMY.

AND SO ALL OF THIS INFORMATION WAS PRESENTED BY THE COALITION AND I'M JUST SHARING IT DIRECTLY FROM THEIR SLIDES.

BUT THEY ALSO FORECASTED A DIRECT JOB LOSS OF ABOUT TWENTY SEVEN THOUSAND TO FIFTY THREE THOUSAND JOBS IN THE CENTRAL VALLEY IN THE AGRICULTURAL INDUSTRY.

SO SALINITY IS A PROBLEM THAT DOESN'T FIT WITH ALL THE OTHER WATER QUALITY ISSUES BECAUSE EVERYONE WHO USES WATER ESSENTIALLY ADDS SALT TO THE ENVIRONMENT AND THE SURFACE AND GROUNDWATER SUPPLIES ARE CONNECTED AND WATER IS MOVED AND USED THROUGHOUT THE VALLEY AND SALT ACCUMULATES IN SOILS AND GROUNDWATER.

SO THIS ISN'T A PROBLEM THAT'S GOING TO BE EASILY SOLVED.

AND BECAUSE OF THIS, THE FORM OF THE CENTRAL VALLEY SALTS COALITION.

THIS IS A PROJECT THAT WAS NOT INITIATED DIRECTLY BY THE WATER BOARD, BUT WAS STARTED BY THE STAKEHOLDERS WHO ARE BEING IMPACTED BY THE SALTS.

AND IT WAS FORMED AND FUNDED STUDIES TO IDENTIFY OPTIONS FOR SALINITY DISPOSAL, AND THEY DID GO AHEAD AND UPDATE THE BASIN PLAN AND REGULATORY PACKAGES ARE BEING DEVELOPED BY THE STAKEHOLDER PROCESS.

AND SOME SOME OF THE PLANNING GOALS FOR CV-SALTS ARE TO SUSTAIN THE VALLEY'S LIFESTYLE, SUPPORT THE REGIONAL ECONOMIC GROWTH, RETAIN A WORLD CLASS ECONOMY, MAINTAIN RELIABLE HIGH QUALITY WATER SUPPLIES FOR MUNICIPAL, AG AND INDUSTRIAL USERS, AND PROTECT AND ENHANCE THE WATER QUALITY IN THE CENTRAL VALLEY, STREAMS, RIVERS AND GROUNDWATER BASINS.

AND SO WE HAVE DONE THINGS AND TAKEN STEPS OVER THE LAST 18 MONTHS TO TRY TO ADDRESS THAT AND IMPROVE OUR COMPETITIVENESS IF WE PURSUE SOME OF THESE GRANTS.

AND THAT IS AN OPTION, BUT IT'S NO GUARANTEE.

SO THERE IS THE QUESTION OF SECURITY.

DOWNTOWN DISTRICT AND PUBLISHED ON FEBRUARY 7TH, 2021 ON MARCH 3RD, WE DID RECEIVE ONLY ONE BID FROM JTS CONSTRUCTION, IN THE AMOUNT OF ONE HUNDRED AND FIVE THOUSAND STAFF DID COMPLETE A REVIEW OF THE PROPOSED BID AND DID CONSULT WITH OUR CONSULTANT ENGINEER.

WE DID ALL AGREE THAT THE BID WAS SUBSTANTIALLY HIGH AND WE ALL BELIEVE THAT IF WE REBUILD THIS PROJECT, WE WOULD BE CLOSER TO THE SEVENTY THOUSAND THAT WE ESTIMATED.

SO THE RECOMMENDATION IS TO REJECT THIS BID AND REBID THE PROJECT IN AN ATTEMPT TO GET CLOSER TO THAT.

SEVENTY THOUSAND.

WERE ORIGINALLY FUNDING THIS WITH THE SIDEWALK REPAIR PROGRAM THAT WAS BUDGETED IN THE CIP.

STAFF IS WORKING ON DEVELOPING A SIDEWALK REPAIR PROGRAM THAT WE WOULD BE BRINGING FORWARD TO LATER IN THE FUTURE.

SO WE DON'T WANT TO COMPLETELY DEPLETE THOSE FUNDS, BUT WE ALSO DO WANT TO ADDRESS WHAT'S GOING ON IN THE DOWNTOWN.

AND THEN I ALSO DO WANT TO JUST GIVE YOU A BRIEF UPDATE OF THE PROJECT THAT'S LOCATED IN OUR CURRENT APPROVED CIP FOR THE HISTORIC DOWNTOWN DISTRICT LANDSCAPE DESIGN.

WE HAVE ALLOCATED ONE HUNDRED AND TWENTY THOUSAND DOLLARS FOR THE LANDSCAPE PLAN FOR THE HISTORIC DOWNTOWN DISTRICT.

THE LANDSCAPE DESIGNER INDICATED THAT SHE'LL HAVE THE SITE ANALYSIS COMPLETED WITHIN THE NEXT WEEK.

AND BY THE END OF MARCH, WE WILL BE DOING A COMMUNITY SURVEY VIA AN ONLINE PORTAL BECAUSE OF WHAT'S GOING ON WITH COVID.

AND WE'LL ALSO BE DOING A BUSINESS SURVEY.

IF THINGS ARE LOOKING BETTER, WE MAY CHANGE THAT APPROACH.

BUT THE GOAL IS TO HAVE THAT OUT BY THE END OF MARCH AND OPEN IT UP TO THE COMMUNITY FOR ABOUT TWO TO THREE WEEKS.

SO MAYOR GARCIA AND MEMBERS OF THE COUNCIL, I WANTED TO PROVIDE A BRIEF UPDATE IN TERMS OF WHERE WE'RE AT WITH THE CITY'S OPERATIONS AND AS YOU RECALL, OUR OFFICES HAVE BEEN CLOSED FOR COMING UP ON A YEAR TOMORROW IS WHEN WE HAD ISSUED THE LOCAL EMERGENCY AND BEGAN THE PROCESS OF MODIFYING OUR OPERATIONS UNDER COVID.

WE HAVE COMPLETED THE MAJORITY OF OUR FACILITY UPDATES.

THOSE INCLUDED REMODELING THE PUBLIC COUNTERS TO PROVIDE A GLASS BARRIER AND SEPARATION BETWEEN THE PUBLIC AND OUR STAFF.

AND A MAJORITY OF BOTH THE PUBLIC WORKS, THE FINANCE, THE PLANNING AND CITY HELP COUNTERS.

WE HAVE ALSO INSTALLED AND REMODELED THE EMPLOYEE WORKSTATIONS THAT BEFORE WERE MORE [INAUDIBLE] AN OPEN AIR DESIGN AND HAD WORKSTATIONS THAT AGAIN HAD BARRIERS THAT WERE AT LEAST SIX FEET TALL TO MAXIMIZE SOCIAL DISTANCING AND MAXIMIZE THE BARRIERS TO PREVENT THE SPREAD OF COVID-19 THROUGH THE AIR.

WE'VE ALSO ACQUIRED AND PURCHASED AIR PURIFIERS THAT HAVE A UV LIGHT TO DISINFECT THE ROOMS. AND WE'VE ALSO UPGRADED THE DOORS TO A NUMBER OF OUR BUILDINGS SO THAT THERE ARE ONE, ADA COMPLIANT BUT ALSO HAVE AN AUTOMATIC DOOR OPENER TO ELIMINATE THE TOUCH POINTS OF PEOPLE HAVING TO USE A HANDLE TO GRAB THE HANDLE AND OPEN THE DOOR.

SO THERE'S A BIG GIANT BAR ADJACENT TO THE DOORS THAT SOMEONE CAN CAN USE THEIR ELBOW OR THEIR KNEE OR THEIR LEG TO OPEN THE DOOR.

SO WE'RE ANTICIPATING, HOPEFULLY, TO OPEN OUR PUBLIC LOBBIES.

IN APRIL, WE'RE SHOOTING FOR THE BEGINNING OF APRIL, APRIL 5TH, AROUND THAT TIME FRAME, PROVIDED THERE'S NO OTHER ISSUES OR HICCUPS THAT COME UP.

OUR DIAL-A-RIDE OPERATIONS ARE PROBABLY BE MUCH MORE DRASTICALLY IMPACTED AND IT'S GOING TO BE DRASTICALLY DIFFERENT THAN WHAT WE PREVIOUSLY HAD TO PUT IN PERSPECTIVE, THE PREVIOUS OPERATIONS ENABLED RIDERS TO BE ABLE TO CALL, AND OUR DRIVERS WERE SELF DISPATCHING.

THE CALLS WERE ROUTED THROUGH THE RADIO SYSTEM WITHIN THE BUSSES AND THE DRIVERS WOULD HAVE TO PULL OVER AND TAKE THE CALLER'S INFORMATION, ADDRESS, NAME AND THINGS OF THAT NATURE AND THEN PROCEED WITH THEIR DRIVE.

THE BUSSES ALSO WERE ORIGINALLY 18 PASSENGER BUSSES.

I THINK IT WAS 16 OR 14 ONCE YOU FACTOR INTO THE ADA LIFT IN THE BUS.

SO WE'RE GOING TO HAVE TO RESTRICT THE NUMBER OF RIDERS ON THE BUSSES PER TRIP IN ORDER TO MAINTAIN SOME OF THE COVID-19 SOCIAL DISTANCING SAFETY FACTORS.

THAT IS BOTH IN TERMS OF WHAT THE CDC AND PUBLIC HEALTH RECOMMENDS, AS WELL AS WHAT CAL/OSHA REQUIRES OF THE CITY AS AN EMPLOYER TO MAXIMIZE AND PROTECT OUR EMPLOYEES THAT ARE OF THAT HIGHER RISK POTENTIAL TO INTERACT WITH THE PUBLIC AND HAVE THOSE ABILITY TO ACTUALLY HAVE PHYSICAL CONTACT WITH THE PUBLIC.

I SAY THAT BECAUSE WHEN THE DRIVERS ARE HAVING TO LOAD AND SECURE RIDERS ONTO THE BUS THAT ARE EITHER WHEELCHAIR BOUND OR HAVE LIMITED MOBILITY, THERE IS THAT POTENTIAL FOR MUCH MORE FREQUENT CONTACT BETWEEN THE DRIVER AND THAT RIDER THAT CAN CAN POTENTIALLY BE AN EXPOSURE TO THEM.

WE ARE GOING TO HAVE TO START OFF WITH JUST ONE BUS DRIVER AT THIS TIME.

WE'RE IN THE PROCESS OF INTERVIEWING AND HOPEFULLY HIRING AN ADDITIONAL DRIVER FOR OUR DIAL-A-RIDE OPERATIONS.

BUT BECAUSE OF SOME OF THE RESTRICTIONS WE'RE HAVING TO DO AS WELL AS HAVING A SINGLE BUS DRIVER, THE OPERATIONS ARE GOING TO BE DRASTICALLY DIFFERENT.

WE'RE HAVING TO IN ORDER TO ACCOMMODATE SOME OF THOSE THOSE RESTRICTIVE STANDARDS WE ARE GOING TO HAVE TO ADJUST AND SWITCH TO A RESERVATION PROCESS THAT WE WOULD MANAGE WITH STAFF AND OUR OFFICE.

RIDERS WOULD HAVE TO CONTACT AND RESERVE IN ADVANCE, SCHEDULE A PICKUP AND THE RETURN TRIP.

THERE WILL BE A SCHEDULE IN WHICH WE WOULD PICK THAT UP.

WE'RE PLANNING FOR APPROXIMATELY 15 MINUTE INTERVALS TO ACCOMMODATE FOR BOTH THAT LOADING AND OFFLOADING AND DRIVE TIME TO AND FROM LOCATIONS, THE NUMBER OF PASSENGERS WOULD BE, YOU KNOW, AGAIN, THE SENIORS AND ADULTS AND PICK UP LOCATIONS AND DROP OFFS WILL ALSO HAVE TO BE MODIFIED.

WE FOUND IN SOME OF THE SHOPPING CENTERS ON HIGHWAY FORTY SIX, WE REALLY, UNBEKNOWNST TO ANYONE, THE PROCESS AND PRACTICE IN THE PAST OF PICKING UP AND DROPPING OFF DRIVERS IN CERTAIN LOCATIONS PROVED A SAFETY HAZARD FOR BOTH THE DRIVER AND THE PASSENGER.

AND SO THAT POTENTIAL LIABILITY FOR THE CITY SHOULD, YOU KNOW, THE PASSENGERS ARE ATTEMPTING TO GET OFF IN AN AREA THAT COULD BE A RISK OR A COULD BE A BLIND SPOT FOR OTHER DRIVERS NAVIGATING THAT PLAZA OR LITTLE SHOPPING CENTER PARKING LOTS.

AND SO WE'RE PROBABLY GOING TO LIMIT SOME OF THE LOCATIONS WHERE WE WILL DROP OFF.

THAT WILL LIKELY BE AN INCONVENIENCE TO SOME RIDERS THAT MAY HAVE TO, FOR INSTANCE, TROPICANA, WHERE THE BUS MAY NOT BE ABLE TO DRIVE INTO THE PARKING LOT AND MAY HAVE TO DROP THEM OFF ON THE CURB ALONG THE SIDE STREETS.

AND THEN THE RIDERS HAD TO WALK TO THEIR FINAL DESTINATION IN A SIMILAR MANNER TO WHAT'S AVAILABLE AT WAL-MART WITH THE BUS STOP BEING ON CENTRAL AVENUE ON THE EAST SIDE OF WAL-MART, SPECIFICALLY, THE HOURS OF OPERATIONS BECAUSE OF A SINGLE DRIVER ARE GOING TO HAVE TO REDUCE HIM.

THEY ARE GOING TO HAVE TO BE CLOSER TO AN 8-4 SCHEDULE, ACCOMMODATING THE BREAKS AND LUNCH SCHEDULES FOR OUR DRIVERS PER OSHA REGULATIONS.

WE ARE GOING TO BE IMPOSING A NO MASK, NO SERVICE POLICY.

SO ON SATURDAY, THE 6TH, 2021 AT 8:50 PM, A DEPUTY FROM THE WASCO SUBSTATION CONDUCTED A VEHICLE STOP IN THE TWENTY THREE HUNDRED BLOCK OF [INAUDIBLE] STREET IN WASCO.

THE DRIVER, RYAN HENRY, THIRTY SEVEN YEAR OLD MALE FROM WASCO WAS KNOWN TO HAVE AN ACTIVE FELONY ARREST WARRANT AND WAS A CONVICTED FELON.

UPON HIS ARREST, THE DEPUTY LOCATED SEVERAL LIVE SHOTGUN SHELLS IN HIS POCKET.

DURING A SEARCH OF THE VEHICLE, DEPUTIES LOCATED A REMINGTON 870 PUMP ACTION SHOTGUN.

HENRY WAS ARRESTED AND BOOKED INTO THE KERN COUNTY JAIL FOR FELONY POSSESSION OF A FIREARM, FELONY POSSESSION OF AMMUNITION AND HIS ACTIVE FELONY ARREST WARRANT.

A FEW DAYS LATER, ON TUESDAY, MARCH 9TH, AT ONE FIFTY PM, DEPUTIES FROM THE WASCO SUBSTATION WERE DISPATCHED TO THE AREA OF BROADWAY AND 9TH STREET FOR A SHOOTING.

DURING THE INVESTIGATION.

DEPUTIES LEARNED THE VICTIM, A THIRTY SEVEN YEAR OLD MALE FROM WASCO, WAS DRIVING IN THE AREA OF BROADWAY AND 9TH WHEN THE UNKNOWN SUSPECT SHOT HIM AS HE SAT IN HIS CAR, THE VICTIM THEN DROVE HIMSELF TO THE CITY OF SHAFTER.

THE VICTIM WAS SUFFERING FROM NON-LIFE THREATENING GUNSHOT WOUND TO HIS BODY AND WAS LATER TRANSPORTED TO KERN MEDICAL BY THE HALL AMBULANCE.

AGAIN, THIS INVESTIGATION IS ONGOING.

ANYONE WITH INFORMATION REGARDING THIS INVESTIGATION IS REQUESTED TO CONTACT THE SHERIFF'S OFFICE AT EIGHT SIX ONE THREE ONE ONE ZERO.

I'M REMINDING RESIDENTS AND VISITORS OF WASCO TO CONTACT THE SHERIFF'S OFFICE AT OUR NON-EMERGENCY NUMBER EIGHT SIX ONE THREE ONE ONE ZERO TO REPORT CRIMINAL ACTIVITY OR TO CALL NINE ONE ONE IF IT'S AN EMERGENCY.

I HAVE RECEIVED SEVERAL REPORTS OF CRIMINAL ACTIVITY ON AN IPHONE APPLICATION AND ALSO I KNOW SEVERAL COUNTY EMPLOYEES THAT RECEIVE INFORMATION.

ON THURSDAY, THE VERY NEXT DAY, MARCH 11TH, AT 7:00 A.M., A DEPUTY FROM THE WASCO SUBSTATION WAS SENT TO A VEHICLE THEFT INVESTIGATION IN THE TWENTY FOUR HUNDRED BLOCK OF BUENAVENTURA STREET.

AS THE DEPUTY ARRIVED, ANOTHER WASCO DEPUTY FOUND THE STOLEN CAR BEING DRIVEN IN THE ONE THOUSAND BLOCK OF 1ST STREET.

THE VEHICLE YIELDED IN THE EIGHTEEN HUNDRED BLOCK OF SECOND STREET.

ADDITIONAL DEPUTIES ARRIVED AND CONDUCTED A HIGH RISK ENFORCEMENT STOP.

THE DRIVER, VINCENZO OSUNA, THIRTY ONE YEAR OLD MALE FROM WASCO AND HIS PASSENGER, JULIAN JAIME, THIRTY TWO YEAR OLD MALE FROM WASCO WERE TAKEN INTO CUSTODY WITHOUT RESISTANCE.

OSUNA WAS ARRESTED AND BOOKED INTO THE KERN COUNTY JAIL FOR POSSESSION OF STOLEN VEHICLE VEHICLE THEFT, GRAND THEFT DURING THE STATE OF EMERGENCY CONSPIRACY, POSSESSION OF DRUG PARAPHERNALIA, POSSESSION OF BURGLARY TOOLS AND DRIVING ON A SUSPENDED LICENSE.

JAIME WAS ARRESTED AND BOOKED INTO THE KERN COUNTY JAIL FOR POSSESSION OF A STOLEN VEHICLE, VEHICLE THEFT, GRAND THEFT DURING THE STATE OF EMERGENCY CONSPIRACY, POSSESSION OF DRUG PARAPHERNALIA AND POSSESSION OF BURGLARY TOOLS.

I WANT TO BRING YOUR ATTENTION TO THESE TWO SUSPECTS THAT WERE INVOLVED IN THIS THEFT SINCE THE BEGINNING OF THIS YEAR, 2021, MR. OSUNA HAS BEEN ARRESTED SIX TIMES FOR GRAND THEFT AUTO.

THIS FIRST WAS ON JANUARY 3RD.

HIS SECOND WAS ON JANUARY 20 SECOND.

HIS THIRD WAS ON JANUARY 30TH.

HIS FOURTH WAS ON FEBRUARY 28TH.

HIS FIFTH, TWO DAYS PRIOR ON THREE NINE 2021, AND THEN THIS ARREST ON MARCH 11, AND FOR JAIME HE WAS ARRESTED FOUR TIMES IN 2021.

THE FIRST TIME WAS ON FEBRUARY 6TH.

HIS SECOND TIME WAS WITH MR.

OSUNA ON THREE NINE ON MARCH 9TH.

AND THIS MOST RECENT ARREST ON MARCH 11.

DOING A ON MOST OF THESE CASES, THESE GENTLEMEN WERE RELEASED FROM THE KERN COUNTY JAIL WITHIN A SHORT PERIOD OF TIME WITH THEIR ARREST.

I'M GLAD TO SAY I JUST CHECKED PROBABLY WITHIN AN HOUR AGO.

THEY ARE STILL IN CUSTODY AT THE JAIL.

SO HOPEFULLY THEY'RE GOING TO BE HELD ACCOUNTABLE FOR THEIR ACTIONS AND NOT JUST SERVE THIS TEMPORARY TIME.

OK, ALSO ON THE EVENING OF MARCH 11, AT TEN THIRTY PM WASCO SUBSTATION, DEPUTIES WERE CONDUCTING FOOT PATROL AT THE OLD LABOR CAMP AT SEVEN FIFTY EIGHTH STREET.

ONE OF THE DEPUTIES WAS UTILIZING A NEWLY PURCHASED [INAUDIBLE] SYSTEM, WHICH WAS PURCHASED BY THE CITY OF WASCO FOR OUR DEPUTIES TO USE.

WHEN DEPUTIES NOTICED A POSSIBLE SUBJECT IN THE AREA, THE DEPUTY USED THE [INAUDIBLE] TO CONFIRM THERE WERE A TOTAL OF THREE SUBJECTS IN AND AROUND ONE OF THE UNITS.

DEPUTIES QUICKLY ESTABLISH A PERIMETER, CONTACTED THE THREE SUBJECTS, AND ARRESTED THE THREE SUBJECTS FOR TRESPASSING.

AND THAT SHOULD BE MY LAST SLIDE.

HOWEVER, I DO WANT TO TAKE A MOMENT.

YESTERDAY ON THE 15TH, WE HAD AN ANOMALY WITH THIS WEATHER CONDITIONS.

AND I PERSONALLY WANT TO THANK THE CITY STAFF THAT SHOWED UP TO HELP.

I KNOW THE CITY MANAGER, MR. ORTIZ, WAS OUT THERE.

I SAW COUNCIL MEMBER CORTEZ WAS PICKING UP BARRICADES AND DRIVING AROUND.

I MEAN, WE HAD THERE WERE TREES DOWN.

THERE WERE WIRES DOWN.

AND IT WAS A GOOD TEAM EFFORT, A GOOD, SOLID EFFORT WITH THE CITY STAFF AND THE SHERIFF'S OFFICE, AS WELL AS THE FIRE DEPARTMENT AND PG&E, WHICH RESPONDED PRETTY QUICKLY OUT TO THIS.

I HAVE A FEELING THAT MAYBE THE CITY MANAGER MAY ELABORATE MORE ON THIS, I'M NOT SURE, BUT I JUST WANTED TO SAY THANK YOU, MY DEPUTIES, THANK YOU, THE STAFF, FOR YOUR RAPID RESPONSE.

AND WHAT YOU'RE SEEING RIGHT NOW IS SOME OF THE FOOTAGE, SOME OF THE PICTURES OF THE INCIDENCES THAT WERE OCCURRING WITHIN THE CITY OF WASCO, IF YOU HAVE NOT SEEN THESE PICTURES, WE HAD TREES FALLING ON RESIDENCES.

BUT THE OTHER PART OF THAT IS THE FACT THAT WHILE I'M HAPPY THAT THOSE TWO INDIVIDUALS ARE BEHIND JAIL, BUT PART OF THE PROBLEM THAT THE COUNTY IS FACING IS THAT THE COUNTY IS IN THE LAST YEAR BECAUSE OF COVID, HAS BEEN UNABLE TO TRANSFER INMATES THAT ARE TO BE TRANSFERRED TO THE STATE PRISON SYSTEM.

AND THAT TAKES UP CAPACITY AT THE COUNTY JAIL.

THAT IN TURN, AS THESE INDIVIDUALS ARE ARRESTED AND LOCALLY, THERE'S NOT THE CAPACITY TO KEEP THEM.

AND IF THEY MEET CERTAIN GUIDELINES AND THRESHOLDS ARE HAVING TO BE RELEASED.

AND SO THERE'S A LARGE SENTIMENT, AND I UNDERSTAND, REGARDING JUST THE ACTIVITY OF LAW ENFORCEMENT.
