IT IS 5A RECOGNITION AND HONOR OF THE VETERANS OF FOREIGN WARS POST 6742 SEVENTY FIFTH ANNIVERSARY.

THIS EVENING, WE HAVE JAMES MEDRANO OF POST 6742 TO RECOGNIZE OR TO ACCEPT THE CITY OF WASCO'S CERTIFICATE OF RECOGNITION.

AGAIN, IN RECOGNITION FOR YOUR SEVENTY FIVE YEARS OF DEDICATION AND INVOLVEMENT SERVING THE VETERANS OF THE CITY OF WASCO AND RESIDENTS, FOR THAT MATTER.

SO THANK YOU. ON THIS 20TH DAY OF APRIL, 2021, WE RECOGNIZE THAT OUR VETERANS OF FOREIGN WARS AND THEIR ANNIVERSARY.

I JUST WANT TO THANK THE CITY FOR THE RECOGNITION.

I WANT TO THANK I WANT TO RECOGNIZE PAST MEMBERS OF THE VFW, PEOPLE LIKE FORREST PRUITT, SNOW AGINS, CONSIDERED PILLARS OF THE COMMUNITY THAT GAVE BACK TO THE COMMUNITY SO STRONG.

AND I JUST WANT TO TELL YOU THAT OUR POST IS STILL GOING STRONG AND IT'S STILL ALIVE.

AND A LOT OF OUR DISTRICT, WHICH IS BASICALLY KERN COUNTY, HAVE NOT BEEN AROUND AS LONG AS WE HAVE. SO PART OF IT'S PART OF THE CITY WAS ABLE TO DO THAT IN THE COMMUNITY.

SO I JUST WANT TO SAY THANK YOU.

WELL, WE ARE TO THE COMMUNITY EVERY DAY IN AND DAY OUT HERE, IN THE CITY OF WASCO.

I KNOW WASCO HAS HAD A BIG PRESENCE IN THE COMMUNITY IN THE PAST AND JUST WANTED TO ASSURE THE COUNCIL MEMBERS THAT WASCO IS GOING TO CONTINUE TO ASSIST WITH HELPING AS MUCH AS WE CAN OUT IN THE COMMUNITY.

I WAS THE CHIEF DEPUTY WARDEN HERE FOR FOUR YEARS BEFORE WARDEN SUTTON RETIRED.

SO AFTER HE RETIRED IN NOVEMBER, I TOOK OVER AS THE WARDEN AND CURRENTLY GOING THROUGH THE VETTING PROCESS TO BECOME THE PERMANENT WARDEN HERE AT WASCO.

MEMBERS OF THE COUNCIL. THE CDBG PROGRAM REGULATIONS REQUIRE THAT THE CITY CONDUCT A PUBLIC HEARING ON ALL CDBG RELATED MATTERS TO PROVIDE FOR AND ENCOURAGE CITIZEN PARTICIPATION, PARTICULARLY BY LOW AND MODERATE INCOME PERSONS WHO RESIDE IN AREAS IN WHICH CDBG FUNDS ARE USED.

THEREFORE, TONIGHT, WHEN THE PUBLIC HEARING IS OPEN, THE PUBLIC WILL BE INVITED TO COMMENT ON THE CITY'S PROPOSED SUBMITTAL OF A 2021 CDBG GRANT APPLICATION AND A CDBG PROGRAM INCOME APPLICATION AND MAKE THEIR COMMENTS KNOWN TO, ON THE PROPOSED ACTIVITIES.

THIS IS A BUILDING THAT HAS BEEN EXPERIENCING MULTIPLE LEAKS OVER THE PAST FEW YEARS.

AND WE HAVE PUT THIS PROJECT OUT TO BID THREE TIMES.

UNFORTUNATELY, THIS ROOF IS PRETTY COMPLEX, SO IT HASN'T PANNED OUT WITHIN BUDGET PARAMETERS. SO STAFF WAS HOPING THAT WE WOULD REBID THIS PROJECT AFTER JULY 1 AND BUDGET APPROPRIATELY FOR IT.

HOWEVER, CIRCUMSTANCES AROSE DURING THE RAINY SEASON THAT HAVE LED US HERE WHERE WE ARE CURRENTLY REQUESTING AN APPROVAL AND A BUDGET AMENDMENT.

SO IN NOVEMBER, WE DID EXPERIENCE SIGNIFICANT LEAKING THAT CAUSED QUITE A BIT OF DAMAGE ATTACHED TO THIS STAFF REPORT.

YOU WILL SEE THE BREAK ROOM AT THE FINANCE AND PLANNING DEPARTMENT.

THE CEILING DID EXPERIENCE SOME FAILURE, SO WE DID HAVE THAT SPOT REPAIRED.

AND IT WAS DURING THIS REPAIR THAT WE IDENTIFIED THERE WERE THREE EXISTING LAYERS OF ROOFING MATERIAL ON THE BUILDING THAT WERE IN BAD CONDITION AND ON A ROOF OF THIS SLOPE.

IT IS IMPORTANT TO NOTE THAT IT IS AGAINST BUILDING CODE TO HAVE MORE THAN TWO LAYERS OF ROOF. WE ANTICIPATED WE'D BE ABLE TO PATCH AND MAKE IT THROUGH THE REMAINDER OF THE FISCAL YEAR. HOWEVER, SINCE OUR MOST RECENT RAIN, WE'VE ALSO SEEN ADDITIONAL LEAKING IN THAT SAME SECTION.

SO IN THE PHOTOS YOU SEE THAT SECTION ALSO LEAKING.

AGAIN, WE PUT THIS PROJECT OUT TO BID AND WE RECEIVED THREE BIDDERS BASED ON THE BIDS WE RECEIVED. STAFF IS RECOMMENDING AWARDING THE BID TO MID-STATE SHEETMETAL IN AN AMOUNT OF EIGHTY SEVEN THOUSAND SEVEN HUNDRED AND NINETY NINE DOLLARS.

WE ORIGINALLY BUDGETED SEVENTY THOUSAND FOR THIS ROOFING PROJECT.

HOWEVER, BECAUSE WE HAVE BID IT OUT MULTIPLE TIMES, WE ONLY HAVE SIXTY SIX THOUSAND FIVE HUNDRED AND ELEVEN DOLLARS AND FORTY THREE CENTS REMAINING.

THEREFORE, WE DO NEED AN ADDITIONAL TWENTY ONE THOUSAND TWO HUNDRED AND EIGHTY SEVEN DOLLARS AND FIFTY SEVEN CENTS TO FUND THE PROJECT.

HOWEVER, BECAUSE OF THE CURRENT CONDITION OF THE WOOD IN THE ROOF AND THE UNKNOWNS THAT COULD EXIST WITHIN THE WALLS AND THE DECK, WE ARE ALSO REQUESTING THAT YOU ALLOW THE CITY MANAGER TO EXECUTE CONTRACT CHANGE ORDERS IN AN AMOUNT NOT TO EXCEED AN AGGREGATE OF FORTY FIVE THOUSAND JUST SO THAT WE CAN CONTINUE MOVING THE ROOF REPAIR FORWARD.

THAT INCLUDES THE CITY'S CONTRIBUTION AND IN THE FORM OF THE PROPERTY AND THE LAND, AS WELL AS THE STREET IMPROVEMENTS THAT WILL BE MADE ON THAT CORNER INTERSECTION TO ACCOMMODATE BOTH THE LANES OF TRAFFIC AS WELL AS PARKING FOR THAT CORNER PARK AS WELL.

SO MORE OF THESE TO COME AS THAT KIND OF PLAYS OUT AND DEVELOPMENT OCCURS.

SO ALSO HAD THE LAST MEETING, WE HAD DISCUSSED SOME OF THE LEGISLATIVE UPDATES AND FORMED THE AD HOC COMMITTEE WITH MAYOR GARCIA AND MEMBER MARTINEZ, ONE OF THE BILLS THAT HAS GONE OUT, AND A LETTER OF OPPOSITION FOR SB 556 THAT PERTAINS TO TELECOMMUNICATIONS.

TO GIVE YOU SOME BACKGROUND, IN 2018, THE FEDERAL COMMUNICATIONS COMMISSION VOTED TO LIMIT THE AUTHORITY AND STANDARDS THAT STATES AND LOCAL GOVERNMENTS CAN REQUIRE FOR THE INSTALLATION AND OR DEPLOYMENT OF SMALL CELL WIRELESS FACILITIES.

HOWEVER, THE FCC REGULATIONS EXPLICITLY PROTECT THE ABILITY OF LOCAL GOVERNMENTS TO ENSURE THAT SUCH INSTALLATIONS MEET APPEARANCE AND DESIGN STANDARDS, MAINTAIN TRAFFIC SAFETY, PROTECT HISTORICAL RESOURCES INTEGRITY AND SAFEGUARD CITIZENS QUALITY OF LIFE.

ADDITIONALLY, LOCAL GOVERNMENTS CAN CONTINUE TO CHARGE FEES THAT ARE REASONABLE APPROXIMATION OF THE LOCAL GOVERNMENTS ACTUAL INDIRECT COSTS, INCLUDING COST TO MAINTAIN A STRUCTURE WITHIN A RIGHT AWAY AND PROCESSING APPLICATIONS, PERMIT AND REVIEWS SITING OF THE APPLICATION. THE BILL THAT WAS PRESENTED FOR AB 556 WAS GOING TO GO FURTHER AND IMPOSE ADDITIONAL REGULATIONS, POTENTIALLY RESTRICTING SOME ABILITY FROM LOCAL GOVERNMENTS, INCLUDING THE CITY OF MOSCOW, TO ADEQUATELY PROCESS AND REGULATE THOSE THINGS. AND ADDITIONALLY, IT WOULD CREATE ANOTHER LAYER OF REGULATION THAT WOULD REQUIRE POSSIBLY ADDITIONAL CITY STAFF TO REVIEW AND MANAGE THOSE NEW REGULATIONS.

AND OF COURSE, THOSE STAFFS WOULD NOT BE REIMBURSED BY THE STATE.

POTENTIALLY, BUT ULTIMATELY WILL PROBABLY BE TAXPAYERS AND OUR RESIDENTS IN SOME MANNER.

AND SO THE CITY SUBMITTED A LETTER OF OPPOSITION TO THAT.

SO WE ARE WORKING WITH A COUPLE OF DIFFERENT LAW ENFORCEMENT GROUPS, INCLUDING THE KERN COUNTY SHERIFF'S OFFICE BOMB SQUAD, FOR TRAINING PURPOSES TO UTILIZE ARE THE FORMER WASCO LABOR CAMP FOR TRAINING NOW AT THAT FACILITY, WE'RE GOING TO BE WORKING ON THE FORMAL AGREEMENTS, WHICH WE'LL BRING BACK PROBABLY AT THE NEXT MEETING FOR COUNCIL TO RATIFY. WE'RE ALSO WORKING WITH THE CURRENT VALLEY STATE PRISONS AND THEIR TACTICAL TEAM OR THEIR VERSION OF THE SWAT TEAM FOR TRAINING AS WELL FOR BOTH ENTRY AND SEARCH AND

WE'VE BEEN WORKING WITH PG&E ON BOTH UPDATING SOME OF THE LIGHT POLES OR UTILITY POLES WHERE STREET LIGHTING CAN BE ADDED AS WELL AS SOME OF THE PROGRAMS THEY OFFER FOR ROLLING OUT OR DEVELOPING, INSTALLING STREET LIGHTING THROUGHOUT THE ENTIRE CITY THROUGH THEIR FINANCE PROGRAMS. ONE OF THE THINGS WE'VE DONE IS WE'VE WE WERE IDENTIFYING A LOCATION WHERE WE CAN ESTABLISH A TEST, LIKE WE IDENTIFIED A LAMP POST STYLE LIGHTING THAT COULD REPLACE SOME OF THE EXISTING LIGHTING FEATURES WITH A THOUGHT PROCESS IN MIND THAT THE NEW LANDFILL STYLE WOULD BE LED, IT WOULD BE A HIGHER LUMENS, IT WOULD BE BRIGHTER.

AND SO WE REALLY WANTED WE HAVE TWO THAT FIXTURES THAT WE IDENTIFIED.

WE'VE HAD CITY CREWS INSTALL THEM AT I FORGET WHICH WHICH COURT THIS IS, I THINK WAS AND SO HERE'S AN AERIAL VIEW OF THE LOCATIONS.
