BUT A LOT OF IT COMES DOWN TO JUST BY SIGHT, AND IN CALIFORNIA IN PARTICULAR, LOOKING IF A DISTRICT IS DRAWN SO THAT IT BYPASSES NEARBY POPULATION TO GO CAPTURE OTHER POPULATION, THAT'S WHAT WE'RE TRYING TO AVOID. THAT'S NOT THE POPULATION THAT WE'RE USING OR THAT WE'RE NEEDS USE BY LAW TO MAKE SURE THAT DISTRICTS ARE EQUAL, BUT RATHER THE TOTAL POPULATION, BECAUSE THAT REFLECTS THE PRINCIPLE THAT CITY COUNCIL MEMBERS REPRESENT ALL RESIDENTS, NOT ONLY THOSE ELIGIBLE TO VOTE. NOW, ACTUALLY, IF WE CAN STICK ON THAT SLIDE FOR A SECOND, I'M GOING TO TALK ABOUT HOW EQUAL DO WE HAVE TO BE? AND THROUGH A LOT OF CASE LAW, GENERALLY WE'RE TRYING TO BE LESS THAN 10 PERCENT OF WHAT WE CALL AN OVERALL RANGE OR A MAXIMUM DEVIATION. SO HOW WE GET TO THAT NUMBER IS LOOKING AT THE POPULATION OF A DISTRICT THAT IS THE HIGHEST IN THE CITY AND LOOKING AT THE ONE THAT'S THE LOWEST AND CALCULATING THEIR DEVIATION FROM WHAT'S CALLED AN IDEAL, WHICH IS REALLY JUST THE AVERAGE, WILL TAKE THE TOTAL 2020 POPULATION OF THE CITY AND THEN DIVIDE THAT BY THE NUMBER OF DISTRICTS FIVE. THAT'S OUR IDEAL. AND THEN MEASURING THE HIGHEST AND THE LOWEST FROM THAT AND TAKING THE ABSOLUTE SOME OF THE DIFFERENCES THAT'S GOING TO TELL US THAT OVERALL RANGE OR MAXIMUM DEVIATION AND WE JUST WANT TO GET THAT NUMBER BELOW 10. BUT ACTUALLY, WE'RE GOING TO STRIVE TO GET IT AS CLOSE TO ZERO AS POSSIBLE. SO MOVING ON TO THE NEXT SLIDE. WHAT KIND OF AT ODDS IN SOME RESPECT WITH THE LAW IN TERMS OF CONSIDERING RACE ETHNICITY? SO THE FOURTH AMENDMENT 14TH AMENDMENT PROHIBITS THE USE OF RACE ETHNICITY TO DRAW DISTRICT BOUNDARIES, WHEREAS THE VOTING RIGHTS ACT REQUIRES CONSIDERATION OF RACE, ETHNICITY, RACE AND ETHNICITY TO AVOID VOTER DILUTION. SO WHEN WE'RE STARTING A REDISTRICTING PROCESS, WE'RE GOING TO REVIEW RACE ETHNICITY DATA FOR THE CITY AS A WHOLE AND TAKE A LOOK IF THERE'S THE POTENTIAL TO CREATE WHAT'S CALLED A MAJORITY MINORITY DISTRICT. AND THAT'S POSSIBLE WHEN LOOKING AT CITIZEN VOTING, AGE, POPULATION DATA AND SEEING IF ONE MINORITY GROUP COULD CONSTITUTE THE MAJORITY IN A SINGLE DISTRICT. AND WE'VE ALREADY DONE THIS REVIEW FOR THE CITY OF WASCO, AND WE'LL SEE SOME OF THAT DATA IN A FEW SLIDES BECAUSE OF THE RACIAL ETHNIC BREAKDOWN OF THE CITY AND HOW IT'S RELATIVELY HOMOGENOUS ACROSS THE CITY. THERE'S NOT REALLY A CONSIDERATION HERE. NOW THE STATE OF CALIFORNIA HAS A LAW THAT SAYS THAT THE INCARCERATED POPULATION AND SOME OTHER GROUP [INAUDIBLE] POPULATION ARE GOING TO BE MOVED TO THEIR LAST KNOWN ADDRESS. AND THAT WAS AN ACTIVITY OR AN EXERCISE THAT THE STATE OF CALIFORNIA, THE STATEWIDE DATABASE TOOK CARE OF. SO ESSENTIALLY, THE POPULATION OF THE PRISON IS NO LONGER REPRESENTED IN THE CITY, BUT RATHER AT THEIR LAST KNOWN ADDRESS. THIS IS JUST A VISUAL REPRESENTATION, AS WE CAN SEE, EACH OF THESE TILES REPRESENTS ONE OF THE ONE OF THE TOP SIX TAX REVENUE GENERATORS FOR THE GENERAL FUND. SO TOTAL EXPENDITURES IS TWENTY ONE MILLION. SO THAT NUMBER IS GOING TO COME INTO PLAY IN THEY'RE FOLLOWING SLIDE A LITTLE FURTHER DOWN. WE HAVE A TRANSFER IN WHICH ARE THREE PROJECTS THAT ARE FUNDED THROUGH GAS TAX OR SOME OTHER FUNDING SOURCE THAT'S COMING INTO THE GENERAL FUND AND TRANSFER OUT OR PAYMENTS THAT ARE GOING OUT TO OTHER FUNDS. BUT IN TOTAL, THE FOUR OTHER SOURCES AND USES, WE DON'T ANTICIPATE ANY CHANGES OR TRANSFERS, AND WE'RE NOT RECOMMENDING ONE FOR THE COUNCIL TO APPROVE AT THIS POINT. NEXT SLIDE, PLEASE. AND THAT AGAIN, MENTIONED EARLIER, SOUTHERN CALIFORNIA EDISON SOCAL GAS INCREASED THEIR RATES, SO THAT'S PAYING FOR THAT PORTION. ALSO, THIS IS, THERE WAS A INCORRECT BILLING. THE SOCAL GAS WAS BILLING US INCORRECTLY. THEY'RE BILLING US THE BASE AMOUNT. THEIR METER WAS NOT SENDING THE READ TO THEM, EVEN THOUGH IT WAS CAPTURING IT ON THEIR SYSTEM AND ALSO ON OURS. AND THE INVOICES CAME ARRIVED TO THE CITY SHORTLY AFTER THE BUDGET WAS ADOPTED. AND THIS IS JUST MAINLY AN ADMINISTRATIVE CLEANUP OF FUNDING THAT WAS THAT REMAINED ON THE PRIOR FISCAL YEAR THAT ROLLED INTO THIS CURRENT YEAR FOR THE FIFTEEN THOUSAND. AND LASTLY, FOR THE TRANSPORTATION FUND, JUST MINOR OPERATIONAL COSTS, WHICH IS TOTALLY IN THE SEVEN THOUSAND THREE HUNDRED FOR PUBLIC TRANSIT. NEXT SLIDE, PLEASE. BUT WHAT I DO WANT TO POINT OUT IS ANY TIME THAT ANY OF THE BARS TOUCH THE REVENUE LINE. THAT MEANS WE'RE DIPPING INTO OUR RESERVES AND THE ASSUMPTION IS THAT THE CITY IS NOT INCREASING RATES AND WE WERE JUST AS MONEY'S COMING IN, WE ARE PAYING OUR OPERATING EXPENSES, EXPENSES AND OUR CAPITAL. BUT IF THERE WAS A SIGNIFICANT UNFORESEEN EVENTS, THE WASTE WATER FUND WOULD NEED SOME SERIOUS REVISIONS TO OUR SAVINGS. NEXT SLIDE, PLEASE. NOW MOVING ON TO THE WATERFRONT. AFTER SOME NEGOTIATION WITH LANDOWNERS, SOME OF THOSE TRANSITIONS ARE OCCURRING DURING THIS FISCAL YEAR, SO WE'RE ANTICIPATING A SHORTFALL OF ROUGHLY FOUR POINT FOUR MILLION DOLLARS IF ALL OF OUR PROJECTS THAT WE CURRENTLY HAVE LINED UP ARE COMPLETED AT JUNE 30TH OF THIS YEAR. AND IF THAT'S THE CASE, THAT 10 MILLION LESS THE FOUR THAT WE'RE DIPPING INTO OUR RESERVES WILL LEAVE US WITH AT THE VERY BOTTOM OF THAT SECOND BOX IS FIVE POINT SEVEN MILLION DOLLARS. THERE WAS ATTENTION FROM OUTSIDE FOLKS, INCLUDING ACLU, WHICH IS PRETTY TYPICAL WITH USE OF THESE CAMERAS. IN ALL THAT, THAT AGREEMENT WAS WORKED TO THE POINT WHERE THERE WERE SOME, SOME IMPASSES. THE CITY OF LA CANADA PROVIDED A SAMPLE AGREEMENT THAT SOLVED MANY OF THE THE PROBLEMS THAT WE HAD WITH THAT AGREEMENT. THEY, LIKE US, HAD CONTRACT LAW ENFORCEMENT. AND SO THE MODEL WAS A GOOD ONE AND COMPARING THE CITY JUST FOR EVERYONE'S REMINDER FOR EVERYONE. THE CITY WOULD HAVE ZERO RIGHTS TO THE OPERATION OR USE OF THE CAMERAS BECAUSE WE HAVE ABDICATED OUR LAW ENFORCEMENT POWERS TO THE CONTRACT SHERIFF'S DEPARTMENT. SO THIS TAKES A GREAT DEAL OF COOPERATION FROM THE SHERIFF'S DEPARTMENT AS OUR POLICE PROVIDER TO BE A PARTY TO THIS AGREEMENT. IT ALSO REQUIRES PERSONNEL TO, TO MANAGE, MONITOR AND TO BECOME AN EXPERT IN USE OF THE SYSTEM. SO THAT IS A CONCERN AT THIS POINT. THE PROJECT PROCEEDED UNTIL MAY OF TWENTY TWENTY ONE, WHEN OUR ASSISTANT TO THE CITY MANAGER LEFT THE CITY, FOLLOWED VERY QUICKLY BY THE ANNOUNCEMENT THAT OUR CITY MANAGER WAS LEAVING. AND SO THESE THE PROCEDURE TO GO AHEAD AND EXECUTE AND PURCHASE THE EQUIPMENT STALLED. AND THAT'S WHERE IT HAS BEEN AND CERTAINLY I CAN TAKE SOME RESPONSIBILITY FOR THAT.
