THEY MAY HAVE A CHECKING ACCOUNT, SAVINGS ACCOUNT STUFF, MONEY IN THEIR MATTRESS, BUT COMPLETE CONTROL OVER THE MONEY THAT COMES INTO THEIR HOUSEHOLD AND WHERE AND HOW AND WHEN IT IS SPENT ON THE WAY OUT. THE ONLY EXCEPTION TO THAT MIGHT BE A RETIREMENT ACCOUNT OR SOME SORT OF INVESTMENT WHERE WHERE THE GOVERNMENT GETS TO DECIDE WHEN YOU CAN TAKE IT OUT AND IMPOSE PENALTIES IF YOU TAKE IT OUT TOO SOON. THE CITY BUDGET CONTAINS A PRETTY EXTENSIVE LIST OF THE TYPES OF THINGS GENERAL OPERATING EXPENSES, OVERHEAD, BUILDING MAINTENANCE AND THINGS THAT AREN'T ASSIGNED SPECIFICALLY TO AN ENTERPRISE ARE PAID FOR OUT OF THE GENERAL FUND. SO IF YOU GIVE ME ONE, CLICK THERE. THAT SHOWS THAT THESE REVENUES COME INTO THE GENERAL FUND. THEY ARE EXPENDED OUT OF THE GENERAL FUND ACCORDING TO THE ESTABLISHED BUDGET OR BUDGET AMENDMENTS THAT ARE MADE BY THE COUNCIL MEMBERS. THERE'S A PRETTY WIDE DISCRETION THERE. AND THE REVENUES THAT COME IN ARE NOT TYPICALLY LIMITED TO A PARTICULAR USE. OTHER THAN GRANT FUNDS AND THINGS LIKE THAT, WHICH WE'LL TALK ABOUT ON THE NEXT SLIDE. SO NEXT CLICK. CONVERSELY AND WATER, WASTEWATER AND SANITATION ENTERPRISES, THE REVENUES ARE ACTUALLY GENERATED BY THE RATEPAYERS. THESE ARE THE UTILITY RATES. WHAT EACH CITIZEN PAYS FOR THEIR UTILITY BILL FOR WATER, SEWER AND TRASH BECOMES THE SOURCE OF REVENUE. THERE ARE THERE ARE OTHER FEES AND PERHAPS SOME GRANTS THAT ENTER THESE ENTERPRISES, BUT THEY'RE BY FAR THE MINOR SOURCE OF INCOME FOR THESE ENTERPRISES. NEXT CLICK. LIKEWISE, THE SERVICES, THE EXPENDITURES, RATHER, COMING OUT OF THE [01:30:05] ENTERPRISES ARE VERY MUCH LIMITED. THEY ARE RESTRICTED TO JUST PROVIDING THE SERVICES AND CAPITAL IMPROVEMENTS NECESSARY TO DELIVER THOSE SERVICES FOR EACH ENTERPRISE. IN OTHER WORDS, YOU CAN'T USE MONEY FROM THE WATER ENTERPRISE TO BUY A NEW REFUSE TRUCK. YOU CAN'T USE MONEY FROM WASTEWATER TO DRILL A NEW WELL. THEY'RE VERY MUCH SILOS, IF YOU WILL. THE MONEY COMING IN AND IT'S INTENDED TO CREATE A CLOSED LOOP. THE AMOUNT OF MONEY THAT IS COLLECTED IN RATES IS USED TO DELIVER THE SERVICES. NOT A LOT MORE, NOT A LOT LESS. IT'S MEANT TO BALANCE NORMALLY IN A WELL BALANCED ENTERPRISE. THE AMOUNT COLLECTED EACH YEAR IS SLIGHTLY MORE THAN THE AMOUNT EXPENDED ON ONGOING OPERATIONS BECAUSE MONEY NEEDS TO BE ACCUMULATED AS ASSETS WITHIN THAT ENTERPRISE DEPRECIATE AND WEAR OUT AND BECOME OBSOLETE. FOR EXAMPLE, A SANITATION TRUCK HAS A LIMITED LIFETIME. YOU'D NEED TO SAVE A LITTLE BIT OF MONEY EACH YEAR SO YOU DON'T HAVE TO FINANCE THE REPLACEMENT OF THAT TRUCK. SO I ALSO WILL POINT OUT AT THE BOTTOM OF THE SLIDE, TRANSIT IN OUR CNG FUELING STATION ARE OPERATED AS ENTERPRISES, BUT THEY ARE NOT PUBLIC UTILITIES. SO THERE ARE MARKET DIFFERENCES AND REALLY NOT NECESSARILY GO INTO THAT TONIGHT. SO NEXT SLIDE. SO IN THE GENERAL FUND, THE REVENUES COME FROM THIS LIST OF INPUTS. THE THE TOP ONE IS IS TAXES OF A VARIETY WE HEARD ABOUT FROM MS. FROM FROM MR. PERES EARLIER ABOUT THE GAS TAX. THAT'S A MAJOR CONTRIBUTOR TO THAT LINE ITEM. THE MONEY COMES IN. IT'S SPENT FOR A VARIETY OF PURPOSES OVER ON THE RIGHT CALLED EXPENDITURES. AND THEN THERE IS A MONEY THAT MIGHT BE COMPARED TO A SAVINGS ACCOUNT WHERE MONEY GOES IN AND OUT OF RESERVES AND TRANSFERS IN FROM OTHER SOURCES. NEXT SLIDE. AS I'VE MENTIONED EARLIER, ENTERPRISES ARE LOOK THE SAME, BUT THEY'RE MARKEDLY DIFFERENT. THE RATES COME IN ALONG WITH SPECIFIC, SPECIFICALLY TARGETED IMPACT FEES AND GRANTS. IMPACT FEES ARE OUR DOLLARS THAT ARE COLLECTED FOR NEW DEVELOPMENTS, AND THEY ARE EARMARKED SPECIFICALLY FOR EXPANSION OF SERVICES IN THAT ENTERPRISE. IN OTHER WORDS, A WATER OR SERVICE IMPACT FEE WOULD BE RESERVED FOR USE IN ADDING NEW EXTENSIONS TO OUR PIPELINE SYSTEM OR OR IMPROVEMENTS TO A WELL OR TOWARD CREATING A NEW WELL. SAME WITH GRANTS. THE GRANTS OFTEN COME WITH STRINGS ATTACHED AND THEY'RE EARMARKED FOR VERY SPECIFIC PURPOSES. AND SO RATHER THAN EXPENDITURES, WE CALL THESE EXPENSES IN AN ENTERPRISE AND THEY'RE LIMITED TO OPERATING COSTS AND CAPITAL PROJECTS. THERE IS A RESERVE ASPECT TO THIS, AND LIKE I MENTIONED EARLIER, WE WANT TO SET ASIDE SOME MONEY EACH YEAR SO THAT WE'RE PREPARED TO REPLACE EQUIPMENT AS IT WEARS OUT RATHER THAN FINANCE IT. SO. THAT IS THAT IS ENTERPRISE ACCOUNTING IN A VERY SMALL NUTSHELL. WE COULD SPEND A LOT OF TIME ON THIS, BUT HOPEFULLY THIS GIVES EVERYONE AN IDEA OF THE DIFFERENCES. AND I THINK THE MOST IMPORTANT TAKEAWAY HERE IS THAT THE RATES THAT WE CHARGE, IT'S VERY IMPORTANT THAT THOSE COVER THE COST, BOTH CURRENT OPERATING AND FUTURE EXPANSION AND MAINTENANCE OF EACH OF OUR ENTERPRISES. AND THAT'S WHAT DRIVES THE CITY TO DO RATE STUDIES AND ADJUST RATES FROM TIME TO TIME. SO WITH THAT I WILL PAUSE. IF THERE ARE ANY SPECIFIC QUESTIONS ON THIS SECTION. I'M NOT AN EXPERT IN CLIMATE CHANGE OR GLOBAL WARMING, BUT THEN WE'LL SHIFT OVER TO CALIFORNIA AND THE CALIFORNIA INITIATIVES TO MOVING TOWARDS GREEN WASCO SERVICE LEVELS THAT IT PROVIDES TO ITS RESIDENTS, HISTORICAL REVENUES AND EXPENSES, SANITATION AND SAVING ACCOUNT BALANCE, THE COSTS THAT ARE DRIVING THE INCREASE IN SANITATION RATES. AND A BRIEF OVERVIEW OF THE ALIGNMENT OF. OF SERVICES FOR. GALLON FOR MONTHLY GALLON COST AND THE PROS AND CONS OF OUTSOURCING. AND LASTLY, SOME RATE COMPARISONS. NEXT SLIDE, PLEASE. NOW. SO I JUST WANT TO POINT OUT THAT AT THE VERY BOTTOM THERE'S THESE HYPERLINKS THAT IN THE INTEREST OF TIME, THERE'S A YOUTUBE VIDEO AND A VERY WELL DOCUMENTED. BUT IF WE START FROM OUR LEFT HAND SIDE, WE HAVE FOOD WASTE LINKS THAT ARE THAT ARE TIED TO GREENHOUSE EMISSIONS. AND THIS IS ONE OF THE FIRST DRIVERS WHY NOT ONLY THE STATE OF CALIFORNIA, BUT THE UNITED STATES IN THE WORLD, WHY WE NEED TO TAKE THIS SERIOUSLY? BECAUSE WE HAVE SOME FORMS THAT ARE THAT WERE POINTED OUT THROUGH THE EPA ARE CARBON DIOXIDE. EACH TIME WE DRIVE OUR VEHICLES, IT BURNS FOSSIL FUELS SUCH AS GASOLINE, COAL OILS. WE ALSO HAVE METHANE. AND METHANE IS A COMBINATION OF OF OUR FOOD WASTE WHEN IT'S DECOMPOSING AND IS BEING MIXED WITH THE FUMES OF TRACTORS AND TRUCKS, AS IS BEING MOVED AROUND THE LANDFILLS. THAT CREATES METHANE, WHICH ALSO AFFECTS OUR GREENHOUSE AND NITROUS OXIDE, WHICH IS EMITTED WHENEVER THERE IS WORK BEING DONE. AND AT THE FARM AGAIN GOES BACK TO TRACTORS AND AND MACHINERY AS WELL AS THE TREATMENT OF WASTEWATER CREATING NITROUS OXIDE. BUT THERE'S ALSO ANOTHER PIECE THAT THAT IS IS ALSO VERY IMPORTANT TO LOOK AT THAT DOESN'T JUST IMPACT CALIFORNIA IMPACTS THE WORLD AS A WHOLE, BECAUSE EARLY IN THE 1980S, CHINA DECIDED THAT THEY WERE GOING TO BE THE NUMBER ONE IMPORTERS OF RECYCLABLE MATERIALS, AND THAT'S JUST TO FUEL THEIR MANUFACTURING SECTOR. AND IN 2012, THEY REPORTED 9 MILLION METRIC TONS OF RECYCLABLES. SO WHAT DOES THAT MEAN, THAT CHINA BECAME THE DUMPING GROUND OF THE WORLD IN TERMS OF RECYCLING AND FROM 2015 TO 2018? CHINA STARTED NOTIFYING AND WITH MEETINGS AROUND THE WORLD THAT THEY WERE NO LONGER GOING TO START ACCEPTING RECYCLABLES. SO THEY CREATED 24 CATEGORIES OF RECYCLABLES THAT CANNOT BE ACCEPTED. AND IN JANUARY OF 2018, CALIFORNIA REPORTED THAT 62% OF ITS RECYCLABLE MATERIALS WAS BEING EXPORTED TO CHINA. AND THERE'S A VERY GOOD DOCUMENTARY THAT AT THE END OF THIS PRESENTATION AND IT'S UPLOADED TO OUR WEBSITE, THE ZOOM ATTENDEES AND COUNCIL MEMBERS CAN VIEW THE VIDEO. NEXT SLIDE, PLEASE. SO NOW WE'RE GOING TO MOVE OVER TO CALIFORNIA. AND IT MAY SEEM THAT THAT STATE MANDATES ARE SOMETHING THAT JUST TOOK EFFECT WITHIN THE MOST WITHIN THIS YEAR, 2022. BUT THAT'S NOT THE CASE. WE HAVE TO LOOK BACK AT 2026. THAT'S WHEN CALIFORNIA HAD AN AMBITIOUS GOAL THAT THEY WANTED TO REDUCE GREENHOUSE EMISSIONS. AND IN ORDER TO DO SO, THEY NEEDED TO CHANGE THEIR POLICIES, THEIR SENATE BILLS, ASSEMBLY BILLS. AND SO WE'RE GOING TO GO THROUGH A ROAD MAP OF THE CHANGES AND HOW THIS EVOLVEMENT TO [01:40:06] TRANSITION COMMERCIAL BUSINESSES AND RESIDENTIAL HOMEOWNERS TO RECYCLING. SO IN 2010, THEY PASSED THE POLICY REVISION, WHICH IS SB 1016, WHICH CHANGES THE WAY WE DETERMINED THE VOLUME OF. BUT IS IT GENERATED DIVERSION? SO THAT MEANS YOU COULD NOT ESTIMATE HOW MUCH LANDFILL WAS BEING GENERATED. IT WAS NOW GOING TO BE CALCULATED PER CAPITA. SO THAT WAS THEIR FIRST INITIATIVE IN 2010 OR 2011, THE PASSAGE OF AB 341. NOW THAT WAS THE INITIAL INTENT TO START THE FRAMEWORK OF HOW COMMERCIAL BUSINESSES AND GROCERY STORES WERE GOING TO TRANSITION OVER TO RECYCLING. THAT WAS THE FIRST PIECE. COME 2014, THEY CREATED THE AB 1826, AND THAT WAS JUST GOING TO BE A PHASING IN OF THESE COMMERCIAL BUSINESSES TO RECYCLING. SO BY 2016, ALL COMMERCIAL BUSINESSES NEEDED TO RECYCLE. THAT PRODUCED * CUBIC YARDS AND GREATER. ANYONE UNDER 8 CUBIC YARDS. THEY WERE NOT SUBJECT TO TO RECYCLING. AND IN 2016, THAT'S WHEN THAT ENFORCEMENT TOOK PLACE. SO BY 2016, THROUGHOUT CALIFORNIA, ANYONE THAT PRODUCED 8 A CUBIC YARDS OR GREATER WAS SUBJECT TO RECYCLING. AND SO THAT WAS IN 2016, 2017, CAL RECYCLE AND THE STATE CAME DOWN ON ALL CITIES AND MUNICIPALITIES AND STATED THAT ANYONE THAT PRODUCED FOUR CUBIC YARDS AND GREATER WILL ALSO NEED TO START RECYCLING BECAUSE THEY WERE NOT SEEING LANDFILL LEVELS DROP. SO THEY NEEDED TO BE TOUGHER ON ENFORCEMENT. AND HERE COMES SB 1383, WHICH TOOK EFFECT JANUARY 1ST OF 2022, WHERE IT'S NOT A REQUIREMENT, IT'S A MANDATE FROM THE STATE WHERE ALL CITIES, NOWHERE IN THE STATE WHERE YOU WERE A RESIDENT IS TO MOVE. THEY CAN ESCAPE THE MANDATE OF. RECYCLING AND ORGANICS. SO WHAT THAT MEANS IS THE STATE SAYS RESIDENTS OF CALIFORNIA YOU'VE BEEN GIVEN ENOUGH TIME TO RECYCLE. AND WE NEED WE NEED YOU TO START SOURCE SEPARATING AT THE SOURCE, MEANING AT YOUR HOME. YES, SOME RESIDENTS DO SOURCE SEPARATE AND DO THEIR OWN COMPOSTING. BUT IT'S NOT IT'S NOT ENOUGH TO MAKE A CHANGE AND AS AS A STATE. BUT THEIR AMBITIOUS GOAL IN 2006. WELL, THEY HAVE THIS AMBITIOUS GOAL THAT BY 2025 THEY WANT THE THEY WANT LANDFILL ORGANICS TO BE REDUCED BY 75% AND ALSO INCREASE EDIBLE FOOD RECOVERY, MEANING ANY FOOD THAT'S ABOUT TO GO EXPIRED FOR GROCERY STORES OR NONPROFITS TO WORK TOGETHER TO REPURPOSE THIS FOOD FOR THOSE THAT ARE IN NEED. BECAUSE AS WE DISCUSSED IN A PRIOR SLIDE, THE BREAKDOWN OF FOOD AT THE LANDFILLS AFFECTS GREENHOUSE EMISSIONS. SO JUST THAT JUST A BRIEF OVERVIEW OF A CHAIN OF EVENTS THAT HAVE LED US TO THE STATE MANDATES. NEXT SLIDE, PLEASE. AND HERE IS JUST A VISUAL OF WHAT A FOUR CUBIC YARD METAL BAND LOOKS LIKE. AND AS WE CAN SEE, NORMALLY FROM 2019 TO 2021, REVENUES ARE SLIGHTLY HIGHER THAN THE MONEY THAT WE ARE SPENDING. 2021 THE REASON WHY IT'S SLIGHTLY LOWER IS WE HAD THE PANDEMIC AND WE ALSO HAD A RETIREMENT OF SEVERAL STAFF MEMBERS. 2021, THE OPPOSITE IS HAPPENING WHERE REVENUES ARE NOT GOING TO SURPASS EXPENDITURES IN THAT JUST THE REPLACEMENT ONE RETIREMENT AND TWO IS GOING TO BE THE REPLACEMENT OF THE SANITATION TRUCKS THAT ARE VERY COSTLY THERE, RANGING FROM 355 TO $475000. AND THE PRICE IS GOING TO CONTINUE TO GO UP AS INFLATION CONTINUES TO RISE. AND THE COST OF RAW MATERIALS, METAL RISES, THE COST OF THAT TRUCK IS GOING TO INCREASE AS WELL. NEXT SLIDE, PLEASE. SO THIS SLIDE HERE IS JUST SHOWING. HOW THE CITY HAS INCREASED RATES OVER TIME. IF WE LOOK AT THE VERY TOP LEFT HAND CORNER OF YOUR SCREEN, WE SEE THE YEARS 2011. WE INCREASED OUR RATES FROM $21 TO $24. THAT WAS A 16.7% INCREASE. THEN, AS WE CAN SEE, THE NEXT FOUR YEARS, WE INCREASED RATES BY 3.5%, 3.5 AND 3.5 UP TO 2016 FROM 2016 TO NOW. THE CITY HAS NOT INCREASED RATES. THEY STAYED AT $28.12, AND THE CHART BELOW SHOWS HOW RATES HAVE STAYED STATIC. FOR OVER FIVE YEARS AND. WELL, THE PERCENTAGE INCREASE HAS CONTINUING TO DECLINE BECAUSE WE HAVEN'T ADDRESSED IT FOR OVER FIVE YEARS, EVEN THOUGH MINIMUM WAGE HAS GONE UP, THE COST OF FUEL, THE COST OF MAINTENANCE AND OPERATION TO THESE TRUCKS. SALARIES CONTINUE TO GO UP. ALL THESE COSTS CONTINUE TO GO UP FROM 2016. BUT YET THE CITY DID NOT ADDRESS THESE RATES. AND IN FACT, WHEN THE PANDEMIC WAS GOING ON, THE CITY DID NOT MOVE FORWARD WITH A REVISION OF THE SANITATION RATES IN COMPARISON TO OTHER CITIES THROUGHOUT KERN COUNTY TO LARRY COUNTY, WHERE THEY MOVE FORWARD IN THE MIDDLE OF THE PANDEMIC, JUNE, JULY OF 2020 OR JUNE, JULY OF 2021, THERE WERE CITIES THAT WERE IMPLEMENTING RATE INCREASES DESPITE A LARGE UNEMPLOYMENT RATE IN CALIFORNIA. AND JUST WORTH NOTING THAT THE ROUTE WASCO WENT BECAUSE OF ALL OF THE UNEMPLOYMENT AND NOW AS THE GOVERNOR HAS BEEN LIFTING ALL OF THESE RESTRICTIONS. INDIVIDUALS ARE STARTING GOING TO GO BACK TO WORK. MINIMUM WAGE HAS INCREASED, SO THAT'S ALSO ASSISTING. NEXT SLIDE, PLEASE. NOW. THE FINANCIAL PLAN. AND I JUST I'M JUST GOING TO TOUCH VERY BRIEF ON WHAT THE CITY MANAGER MENTIONED EARLIER THAT THAT THE THAT THE ENTERPRISE ARE NO DIFFERENT THAN THAT THAN OUR THAN ANY BUSINESS, LIKE A FLOWER SHOP OR MECHANIC SHOP OR A GROCERY STORE. WHERE THEY NEED TO CHARGE A CERTAIN AMOUNT, PLUS A LITTLE EXTRA TO KEEP THE LIGHTS ON. THE SAME SCENARIO THAT HAPPENS THE WATER FUND, THE WASTE WATER FUND AND THE SANITATION FUND WHERE THE MONEY THAT WE CHARGE FOR SERVICE JUST SLIGHTLY WHAT WE ARE SPENDING JUST [01:50:05] SO WE HAVE THAT CUSHION FOR WHEN WE NEED TO START REPLACING OUR AGING FLEET. AND AS WE CAN TELL HERE, FOR THE CURRENT FISCAL YEAR THAT WE ARE IN, WE'RE PROJECTING TO GENERATE $3.1 MILLION IN SANITATION REVENUE, BUT WE ARE ANTICIPATING TO SPEND ABOUT $4 MILLION. THAT MEANS WE HAVE A DEFICIT OF ABOUT $900,000. SO WHAT DOES THAT TRANSLATE INTO? SO IF YOU LOOK FURTHER DOWN INTO THE INTO THE SLIDE, WE STARTED THE YEAR WHERE $4.2 MILLION IN OUR SAVINGS ACCOUNT OR RESERVES. THEN WE ANTICIPATE AN ADDITIONAL 3.1. MINUS WHAT WE ARE ANTICIPATING TO SPEND. THAT MEANS WE ARE GOING TO END THE YEAR WITH $3.3 MILLION. SO THAT'S A 30% REVENUE SHORTFALL, WHICH COMES FROM THE PURCHASE OF ADDITIONAL FLEET. AND THIS IS WHERE THE CITY NEEDS TO MAKE THESE DECISIONS BECAUSE AS THE PICTURE ON THE FAR RIGHT HAND CORNER ILLUSTRATES, WE DON'T WANT TO FALL OFF THE RAILS AND OVER THE CLIFF. SO LET'S, IT'S ALARMING THAT WITHIN TWO YEARS IF THE CITY DOES NOTHING. THERE WILL NOT BE ANY RESERVES TO CONTINUE TO OPERATE AND PROVIDE SERVICES TO RESIDENTS. NEXT SLIDE, PLEASE. SO THE FINANCIAL PLAN COSTS DRIVERS. WHAT ARE SOME OF THOSE COST DRIVERS FOR THAT 30% REVENUE SHORTFALL? THAT'S THE REPLACEMENT OF SIX SANITATION TRUCKS WITHIN FIVE YEARS. ALSO, THE STATE MANDATES FOR RECYCLING AND ORGANICS AND SOME INCREASING COSTS FOR DOING BUSINESS, AND THAT CAN BE THE INFLATION TRENDS FOR FUEL AND EQUIPMENT. WE'VE SEEN THAT FUEL CONTINUES TO INCREASE AND ONE DRIVER CAN BE WHAT'S GOING ON BETWEEN RUSSIA AND UKRAINE. BUT INFLATION CONTINUES TO INCREASE. WE ALSO HAVE LABOR COSTS THAT ARE TRENDING UP AS WELL. NEXT SLIDE, PLEASE. IS NOT IS NOT FEASIBLE. IN COMPARISON TO PURCHASING A NEW TRUCK THAT COMES WITH THE WARRANTY REPLACEMENT. SO NEXT SLIDE, PLEASE. SO COST PER MONTHLY GALLON. AT DECEMBER THE DECEMBER 14 COUNCIL MEETING, THE R3 CONSULTANT BROUGHT FORTH THAT THROUGH THEIR ANALYSIS, THEY DISCOVERED THAT THROUGH THE CENTRAL VALLEY THERE WAS A SURVEY THAT REVEALED THAT RESIDENTIAL AVERAGE MONTHLY GALLON PER CONTAINER WAS $0.29 IN COMPARISON TO COMMERCIAL AVERAGES, WHICH IS $0.31, AND CURRENTLY THE CITY OF WASCO THE RESIDENTIAL MONTHLY GALLON. IT'S $0.31 IN COMPARISON TO COMMERCIAL, WHICH IS $0.19 PER MONTHLY GALLON. [01:55:02] SO COMMERCIAL BUSINESSES HAVE BEEN RIDING ON THE BACKS OF RESIDENTIAL BUSINESSES. NEXT SLIDE, PLEASE. SO THERE ARE SOME PROS AND CONS TO OUTSOURCING. SOME OF THE PROS ARE THAT BY OUTSOURCING THERE'S THE CITY LACKS THE ECONOMIES OF SCALES AND SUPPORTING SERVICES. AND THAT IS WE'RE NOT LIKE MAJOR HAULERS THAT ARE ABLE TO SERVICE VARIOUS MUNICIPALITIES WHERE THEY CAN BRING THEIR COSTS DOWN. WE ONLY SERVE AS THE CITY OF WASCO. OTHER ADDITIONAL RESOURCES THAT THE CITY WOULD NOT ASSUME BY OUTSOURCING WOULD BE WE WOULDN'T WE WOULD NOT REQUIRE ADDITIONAL STAFF, WHICH THAT IS ALSO A CON, BECAUSE THAT WOULD MEAN DISPLACING OUR CURRENT OR CURRENT STAFF THAT DRIVES THESE TRUCKS ON A DAILY BASIS AND ENSURES THAT ARE SOLID WASTE IS BEING PICKED UP. ON A WEEKLY AND A DAILY BASIS AS AS WE NOTICED DURING THE PANDEMIC AND THERE WAS A SHELTER AT HOME, OUR SANITATION TRUCK DRIVERS WERE CONTINUING TO PICK UP THE SOLID WASTE AND TRANSPORTING IT TO THE LANDFILLS. BUT GOING BACK TO THE [INAUDIBLE] ALSO TRUCKS, WE WOULD NO LONGER NEED ADDITIONAL TRUCKS OR DRIVERS, MAINTENANCE OF TRUCKS, TECHNOLOGY AND POSSIBLY LOWER RATES FOR CUSTOMERS. AND I SAY INITIAL RATES, BECAUSE ONCE THIS IS OUTSOURCED, IT'S A PRIVATE ENTITY AND LIKE A PRIVATE BUSINESS. AND THEY NEED IT. THEY NEED TO MAKE A REVENUE. THEY NEED TO MAKE A PROFIT. SOME OF THOSE CONS OF OUTSOURCING IS THE CERTAINTY THAT COSTS WILL NOT GO AWAY IF OPERATIONS WERE OUTSOURCED. AND WHAT THAT MEANS IS THAT THE CITY WILL STILL CONTINUE TO PROVIDE THE BILLING SERVICES FOR AN OUTSIDE HAULER. SO THE MONTHLY BILLINGS, THE CUSTOMER INQUIRIES, THOSE ARE INDIRECT COSTS THAT THE CITY WOULD NOT WOULD NOT DO AWAY WITH BY OUTSOURCING. SO THAT'S A COST THAT WOULD REMAIN THAT WOULD REMAIN CUSTOMER SERVICE INQUIRIES AND ALSO THE UNFUNDED LIABILITY FOR ALL EMPLOYEES THAT WORK PRIOR TO THE OUTSOURCING. THAT IS A RETIREMENT OBLIGATION THAT THE CITY HAS WITH CALPERS TO ENSURE THAT THERE'S FUNDS TO PAY FOR THESE RETIREES IN THE FUTURE. WE ALSO HAVE THE SB 1383 COMPLIANCE, WHICH JUST BECAUSE WE OUTSOURCE DOESN'T MEAN THAT WE CAN WIPE OUR HANDS CLEAN AND SAY, WELL, ALL OF THE AUDITING THAT NEEDS TO HAPPEN QUARTERLY BY A THIRD PARTY HAULER OR THE REPORTING THAT THE CITY HAS TO DO GO AWAY. AT THE END, THE CITY STILL ON THE HOOK FOR THOSE. THE EDUCATIONAL AND OUTREACH ENSURING THAT THERE IS EDUCATION THROUGHOUT THE CITY AND ALSO FUTURE EFFORTS BY THE STATE TO FURTHER. ENFORCE RECYCLING THAT WE DON'T KNOW AT THIS POINT. AND LASTLY, AS THE CITY LOSES DIRECT CONTROL OVER ITS SOLID WASTE MANAGEMENT SYSTEM. WHAT THAT IS, IS SAFETY AND OPERATIONAL SERVICE LEVELS AND SIMPLY STATED IS IF THE CITY OUTSOURCES AND THE HAULER GOES BANKRUPT. THE CITY DOESN'T WOULD NOT HAVE THE FUNDS TO PURCHASE ADDITIONAL FLEE HIGHER HIGHER STAFF TO PICK UP AND PROVIDE SERVICES TO ITS RESIDENTS. SO THAT CAN BE A PRO AND CON, DEPENDING HOW YOU SEE IT. ON THE DAY FOLLOWING ON APRIL 2ND, DEPUTIES LOCATED GARCIA IN THE 1200 BLOCK OF HIGHWAY 46 AND PLACED HIM UNDER ARREST FOR CHARGES IN RELATION TO THE BURGLARY THAT OCCURRED ON APRIL 1ST. GARCIA WAS SUBSEQUENTLY ARRESTED AND BOOKED IN THE KERN COUNTY JAIL FOR FELONY BURGLARY, GRAND THEFT AND MISDEMEANOR POSSESSION OF A CONTROLLED SUBSTANCE. AND ONCE AGAIN, I THINK TRANSPARENCY IS GREAT FOR HOW WE UNDERSTAND WHAT'S GOING ON AND WE AND WHAT LAW ENFORCEMENT IS DOING BASED OFF THE CURRENT STATE OF AFFAIRS WITH THESE TYPE OF CHARGES.
