KEEPING OUR FACILITIES UP TO DATE AND SAFE IS IMPORTANT. NEXT SLIDE.

ONE IS THE EIGHTH STREET MUNICIPAL COMPLEX, AS I'VE BEEN CALLING IT UNTIL SOMEBODY COMES UP WITH A BETTER NAME, AND THAT'S THIS BLOCK SOUTH OF US HERE THAT WE ACQUIRED EARLY THIS YEAR, THAT WILL HOUSE THE FUTURE POLICE DEPARTMENT AND CITY HALL AND COUNCIL CHAMBER BUILDINGS.
THE OTHER IS THE CENTRAL AVENUE COMPLEX, AND THAT IS A PORTION OF THE 19 ACRES THAT THE CITY PURCHASED AT THE SOUTH EAST CORNER OF FILBURN CENTRAL ACROSS FROM THE NEW PARK, AND THE VISION THERE IS TO HOUSE THE PUBLIC WORKS YARD, TRANSIT OPERATIONS, ANIMAL CONTROL, AND ALREADY FUNDED REPLACEMENT WATER WELLS.

THERE ARE ITEMS FOR ANIMAL CONTROL AND FOR A TRANSIT FACILITY AND OTHER PROJECTS.

AT THE STATE LEVEL, OF COURSE, WE'RE FAMILIAR WITH THE STRUGGLES THERE, AND THE GOVERNMENT SHUTDOWN HAS AFFECTED A LOT OF THE FEDERAL PROGRAMS THAT HAD BEEN GOING ALONG FAIRLY SMOOTHLY.
I EXPECT THOSE WILL COME BACK, BUT THERE IS SOME UNCERTAINTY NOW.
THE OTHER THING IS THAT THESE PROJECTS ARE REALLY COMPLICATED.
THEY TAKE A LOT OF MONEY AND A LOT OF HUMANS TO HELP KEEP THEM MOVING ALONG MORE THAN THE STAFF THAT WE HAVE INTERNALLY.
WE'RE LOOKING AT HOW DO WE WORK THROUGH THAT? HOW DO WE GET THE TYPES OF CONTRACTORS AND VENDORS THAT CAN HELP US MOVE THAT ALONG WITHOUT TEMPORARILY OR PERMANENTLY BALLOONING OUR FULL TIME STAFF.

THAT MEANS WE HAVE 155% RESERVE TO OPEX RATIO, AND JUST RECALL THERE ARE POLICY CALLS FOR A MINIMUM OF 35%.
THAT DOESN'T MEAN I'M ANY WAY IN FAVOR OF RUNNING IT, 35% OF OPERATING.

WE HAD CALLS FROM OUR LEGISLATORS, BUT ALSO FROM THE PRINCIPALS IN CRISCOM TO LEGISLATORS AND I SUSPECT FOLKS CLOSE TO THE PUC, AND IF YOU RECALL, THEY WERE MIRACULOUSLY REVERSED THEIR RULING AND GAVE US OUR $1.3 MILLION BACK.
