THIS EVENING I WANTED TO GIVE AN UPDATE ON OUR CITYWIDE FIBER OF THE HOME PROJECT.

CURRENTLY, WE'RE ROUGHLY 80% COMPLETED WITH DRILLING OPERATIONS WITH AN ANTICIPATED COMPLETION DATE OF THE END OF FEBRUARY.

WE HAVE HALTED DRILLING OPERATIONS OVER THE LAST THREE WEEKS TO CATCH UP ON RESTORATIONS.

I KNOW THAT THERE'S BEEN A LOT OF CONCERNS IN THE COMMUNITY REGARDING THE TEMPORARY RESTORATIONS, AS WELL AS THE WEATHER THAT IT PROVIDED SOME UNEVEN GROUND.

WE'RE CURRENTLY CATCHING UP ON THE RESTORATION EFFORTS, AND AFTER WE COMPLETE DRILLING BY THE END OF FEBRUARY, WE ANTICIPATE ROUGHLY 60 DAYS TO FINALIZE THE RESTORATION EFFORTS THROUGHOUT THE CITY.

BY END OF FEBRUARY, WE'RE ANTICIPATING THE ENTIRE CITY BEING UP FOR OPERATION REGARDING OUR NETWORK.

THIS ACTIVITY REPORT IS GOING TO COVER FROM DECEMBER 1 THROUGH THE 15TH, AND THE NUMBERS ARE TRACKING AS EXPECTED.

WE HAD 750 INCIDENTS, 418 CALLS FOR SERVICE, AND 332 OFFICER GENERATED INCIDENTS, WHICH IS ROUGHLY ABOUT 80% OF THE CALLS FOR SERVICE.

WE HAD FIVE VEHICLES STOLEN, THREE RECOVERED.

THIS MONTH, WE MADE 43 ARRESTS.

WE'VE CONTACTED FIVE INDIVIDUALS, AND WE MADE 165 TRAFFIC STOPS AND CITED 55 INDIVIDUALS.

THAT'S ALL I HAVE FOR THE REPORT.

WE HAD A TOTAL OF 18 CHILDREN PARTICIPATE.

THE OFFICERS RAISED $4,400 TOTAL.

THE OFFICERS GOT TOGETHER AND PAID ALL THAT OUT OF THEIR POCKET.

IT WAS NICE TO SEE THEM WORKING ON THEIR OWN TIME AND PUTTING SOME SMILES ON THESE KIDS' FACES, SO NO DOUBT WE CREATED LASTING MEMORIES.

ON TOP OF THAT, WE GAVE ABOUT 20 FOOD BASKETS, AND THESE WERE DONATED BY THE COMMUNITY ACTION PARTNERSHIP.

IT WAS A GOOD TURNOUT, GOOD EVENT.

THOSE DISCUSSIONS ULTIMATELY LED TO A TOUR OF THAT FACILITY.

I THINK THE WASCO TEAM THAT WAS THERE VERY QUICKLY REALIZED, HEY, THERE'S A LOT OF OPERATIONAL SIMILARITIES WITH WHAT WASCO NEEDS, AND THIS IS A REALLY GOOD FIT.

I THINK SCOTT'S REMARKS WERE, CAN WE JUST PICK THIS UP AND SET IT IN WASCO? THAT CONVERSATION LED TO MY GETTING THE CITY OF CORPORATE TO AUTHORIZE THE USE OF THOSE PLANS.

THEN, ULTIMATELY, THE INTRODUCTION OF A TIER ARCHITECT WHO DESIGNED THAT FACILITY BECAUSE OF THOSE SIMILARITIES, THE HOPE WAS THAT IT MIGHT SAVE SOME TIME, WHICH EQUALS MONEY, BUT ALSO MAYBE REALIZE A LITTLE BIT OF SAVINGS BY UTILIZING PLANS THAT MAYBE WOULDN'T CHANGE SO MUCH.

WE DID HAVE, WHEN WE TALKED ABOUT ALL OF THESE PROJECTS AND SO FORTH, SCOTT SHOWED US THE LAND THAT YOU NOW OWN ACROSS THE STREET.

WE SEE THESE HUGE POWER LINES IN THE MIDDLE, AND THEN HE EXPLAINED THAT.

WE HAVE UNDERGROUND CREDITS, $1.3 MILLION LEFT WEIGHT PG&E TO UNDERGROUND THOSE LINES.

NOW WE'RE EITHER GOING TO HAVE TO DO THAT'S GOING TO HIT OUR BUDGET FOR A PROJECT, OR WE'RE GOING TO HAVE TO GO AROUND IT.

I ASK TO HAVE SOME CONVERSATION IF WE COULD PURSUE THAT ON A PRO BONO BASIS TO PULL BACK SOME OF THESE CREDITS, AT LEAST SOME OF THEM, SO YOUR BUDGET WASN'T IMPACTED SO DEEPLY, YOU HAD SOME ALLOCATION ALREADY FOR THE POLICE FACILITY.

BUT I REALLY DID HAVE AN APPRECIATION FOR WASCO, AND I SEE, I THINK, WHAT MOST OF YOU AND YOUR STAFF SEE, ALL THE POTENTIAL HERE, AND WE WANT TO BE IN PLACES WHERE WE CAN HELP AND WHERE WE BRING SOME WIND.

THIS IS AN EXAMPLE OF A CLIENT THAT WAS LOOKING TO BUILD A $10 MILLION PROJECT.

THEY WANTED TO JUST USE CASH AND DECIDED TO WAIT.

THEY WAITED SEVERAL YEARS.

BY THE TIME THEY GOT TO EXECUTING THE PROJECT, THE COSTS WENT UP FROM $10 MILLION ALL THE WAY TO $13.4 MILLION.

WHEN INSTEAD, THEY COULD HAVE JUST BORROWED THE $10 MILLION AT TODAY'S PRICE, LOCK IN THE COST OF THE INTEREST AND THEN IMPROVE THEIR CASH FLOW AND GENERATE RATE SOME SAVINGS IN THIS EXAMPLE OF $13.4 MILLION.

WE DO OUR DUE DILIGENCE.

OUR DUE DILIGENCE IS TO LOOK AT FEASIBILITY, SO WE LOOK AT THREE YEARS OF AUDITED FINANCIALS.

WE ALSO DO SOME PROFORMA STUFF TO PROJECT OUT FEASIBILITY OVER THE TERM OF THE LOAN.

AT THAT POINT, WE SUBMIT FINANCING PROPOSAL.

THAT FINANCING PROPOSAL WILL HAVE ALL BASICALLY THE TERMS OF THE CREDIT FACILITY IN THAT.

AT THIS POINT, CREDIT APPROVAL, WE SUBMIT THIS TO OUR INVESTOR FOR CREDIT APPROVAL, BUT AT THIS POINT IT'S ABOUT 99% ASSURED THAT THE CREDIT WILL BE APPROVED.

WE DO ALL OF THE CONTRACT MANAGEMENT, SO WE DO ALL OF YOUR DOCUMENTATION, EVERYTHING.

IT'S VERY, VERY STAFF FRIENDLY.

WE DON'T INUNDATE YOUR STAFF AT ALL, THAT WE HANDLE THIS COMPLETELY IN HOUSE.

CHRIS IS WORKING ON A PROJECT NOW THAT WOULD ESSENTIALLY BE DESIGNED TO BE ABLE TO CAPTURE AND TAKE DELIVERY OF AND RECHARGE AN AMOUNT OF WATER EQUIVALENT TO BOTH SHAFTER AND WASCO'S ENTIRE NON AGRICULTURAL USE, SO ENTIRE MNI USE, AS THEY CALL IT.

I KNOW THERE'S A LOT MORE OF THAT THAT'S GOING TO BE COMING DOWN THE PIPELINE.

JUST EVERY MEETING THAT WE HAVE, EVERY CONVERSATION THAT WE HAVE, FOLKS THAT COME HERE AND PRESENT TO US.

MAYBE NOTHING HAPPENS IN A LITTLE WHILE, BUT IT'S JUST THINKING AHEAD OF WHAT'S TO COME DOWN THE FUTURE.

THAT'S REALLY WHAT WE NEED FOR THE CITY TO STEP FORWARD THINKING THAT'S GOING TO GET US TO THE NEXT STEP TO WHERE WE WANT TO BE.

WE WANT TO BE THAT CITY WE'VE BEEN SAYING, WHERE IT'S BRINGING THAT SIGN BACK THAT SAYS IT'S A NICE PLACE TO LIVE, BECAUSE WE REALLY WANT TO RETAIN FOLKS HERE, WE WANT PEOPLE TO COME BACK.

WE HAVE A LOT OF EDUCATED STUDENTS THAT GO OUT TO COLLEGE, WE WANT TO MAKE SURE THEY WANT TO COME BACK, THAT THERE'S OPPORTUNITIES HERE SO THAT THEY CAN, HOPEFULLY, ONE DAY BE HERE AND BE PART OF THE PROCESS BECAUSE WHEN I FIRST JOINED, NEVER DID I THINK I WAS GOING TO BE PART OF COUNCIL, EVEN LESS THAT I WAS GOING TO BE MAYOR ONE DAY, WHICH WAS COOL, BEING FROM THE CITY OF WASCO.

I THINK JUST HAVING THOSE PEOPLE THAT ARE FROM WASCO THAT WERE RAISED HERE, THAT THEY WANT TO STAY HERE.

I THINK ESTABLISHING THE POLICE DEPARTMENT WAS HUGE.

THAT'S BEEN INSTRUMENTAL, AND I THINK THAT'S REALLY GOING TO DRIVE US FORWARD TO THE FUTURE BECAUSE IT'S MADE A NIGHT AND DAY DIFFERENCE TO OUR CITY.

THE THINGS LIKE SHOP WITH A COP, THE POLICE ACTIVITIES LEAGUE, THINGS LIKE THAT, THOSE ARE ALL THINGS THAT ARE BUILDING COMMUNITY, AND I THINK IT'S GOING TO CONTINUE MAKING OUR COMMUNITY STRONGER.
